City of Centerville
Council Meeting Minutes
February 24, 2021

Motion by Council Member Koski, seconded by Council Member Lakso, to Table the Sale
of the City Pick-Up Trucks.

Council Member Mosher asked if the numbers included in the packet were the financials goals of
what they wanted to get for the trucks.

Administrator Statz stated that it is an estimate just from some research that was completed on-
line. He explained that there will be an open bid type process that will allow anybody to bid on
them and will be left open for a week or so to give people the opportunity to inspect the vehicles.
He stated that they may not be able to allow test driving due to COVID. He stated that it is basically
an auction set up for the sale because the City will take the highest bid and is not just a first come-
first-served kind of situation.

Council Member Mosher asked about the older, small pick-ups and suggested that the City may
want to keep one of them around for any purpose.

Administrator Statz stated that the City purchased three (3) new trucks that replaced these three
(3) so there would be enough trucks for the summer help. He explained that the City is moving
towards all full-sized pick-ups.

Council Member Koski questioned the decision process on how the City determined which
vehicles would be sold.

Administrator Statz stated that the Public Works Director made the decision about what was best
to sell at this point in time. He stated that if the Council felt the City should get rid of different
trucks and keep the smaller trucks that is something that could be discussed.

Council Member Koski stated that he had thought the City needed to keep the plow truck.

Administrator Statz stated that there is a one (1) for one (1) replacement of the plow truck and this
did not increase or decrease the number of plow trucks that the City has.

Mayor Love asked about the process that was in place for removal of Centerville emblems.

Administrator Statz explained that the emblem is actually a magnet and noted that interestingly,
they attempted to put the magnet on one of the new trucks and found that the doors are made of
aluminum so it would not stick.

Mayor Love asked about the ongoing program for rotation and replacement and asked for a
refresher for the Council.

Administrator Statz explained that he, Finance Director DeJong, and the Public Works Director
had discussed this issue. He gave an overview of the CIP and the Capital Outlay Fund within the
General Fund that is separate from the fund balance which is reserved for bigger ticket items such
as trucks and park equipment. The trucks have been on the replacement list for quite a while and
noted that according to the schedule there are another three (3) trucks that will be coming up for
Page 13 of 17
