City of Centerville
Council Meeting Minutes
February 24, 2021

Mr. Edminson gave an overview of the previous eight (8) months of ambulance service in the City.
He noted that they had taken over on June 1, 2020 and despite some ups and downs, he feels that,
overall, it has been going really well. He noted that they have responded to 2,510 calls which is
about 10 responses/day. He reviewed the data surrounding mutual aid, transports, codes for acuity
of responses, and response times.

Administrator Statz asked if M Health knew where Allina was at in terms of response times before
they took this over on June 1, 2020 in order to do a comparison.

Mr. Edminson stated that North Memorial did not provide that information to them and noted that
he really only saw quarterly or annual data from them, but noted that the response times that M
Health has are well under what they had reported.

Mr. Edminson reviewed more of the data figures for Centerville and noted that while there is
always room for improvement, they feel their numbers are very respectable. He reviewed a map
that represented their entire service area and explained how they decide where their trucks will be
posted throughout the day, based on their data.

Kevin Kane, Operations Supervisor, gave an overview of some of the relationships they have built.
He noted that he offices out of Forest Lake, so he is dedicated, full-time to the area. He stated he
connects with the City leaders, such as Fire Chiefs, Police Chiefs, and other city officials on a
monthly basis and takes a deeper dive into the type of data that Mr. Edminson just reviewed. He
stated that some of the things doing a deeper dive has enabled is cross-training to help with EMS,
cardiac arrest management and just to strengthen the relationships on both sides. He stated that
they are excited to participate in the “Festival of Lakes/Fete des Lacs. He stated that they are
looking forward to being part of the public outreach to show who they are and make sure kids
know they know that ambulances are not always a scary thing.

Council Member Mosher asked what an Omega call was from the data table.

Mr. Edminson stated that it is a situation where there was no reason for the person to call an
ambulance because they should either take themselves to the hospital, or not go to the hospital at
all. He stated that in his experience, it is a rare call.

Council Member Lakso thanked them for their presentation and noted that it is always good to see
data and thanked them for taking care of the citizens.

Council Member Koski stated that it was nice to see the data and asked how it was working out
for M Health to use the city’s facilities.

Mr. Kane stated that they use the fire hall as one of their posting locations which allows the crew
to get out of the truck, go inside and stretch their legs a bit.

Council Member King asked for a typical scenario for examples of what happens in a ‘typical’
scenario when there is a 911 call with the Police Department, Fire Department, etc. all at the same
call, arriving, etc.
