He stated that they are trying to work on ways to get out and <br />interact with these patients prior to crisis in order to build a rapport which will help them do better <br />on those types of calls. He stated that they are utilizing their Community Paramedic Program to <br />see if they can get a different style of response, working in conjunction with Police Departments <br />and other First Responders to see what can be done to help those patients when they are not in <br />crisis in partnership with M Health Fairview’s Mental Health Program. <br /> <br />Mayor Love asked Co-Chief Peil about the fire study results that showed that one (1) of the <br />downfalls was that the City has a different EMS service from our sister city. <br /> <br />Co-Chief Peil stated that she sees no problem with having two (2) different EMS services for <br />response within the same Fire District. She stated that because there is mutual aid, they do not <br />always know who will respond and they could be from Allina, North Memorial, White Bear Fire <br />Department as well as other service providers from around the area. She reiterated that having <br />two (2) different EMS services between the two (2) sister cities has absolutely no detrimental <br />effect. She stated that building the relationship has been great with M Health because they have <br />completed training with staff, including the Police Department, on things like what they have on <br />the ambulance as well as where it is located and how it is stored, so things go more smoothly on <br />calls. <br /> <br />Mr. Edminson stated that he actually thinks having two (2) different EMS services in the area <br />works really well because there are conjoining areas like Hugo and Forest Lake, so they are able <br />to bring other resources from there. He noted that Allina serves the opposite end, so they are also <br />able to bring resources and both can provide mutual aid for each other. <br /> <br />Mayor Love thanked Co-Chief Peil and the representatives from M Health for appearing before <br />Council and answering their questions. <br /> <br />Administrator Statz asked if there were any outliers to the averages that were discussed. He noted <br />that Mr. Edminson mentioned that if there was a snowstorm it would take out three (3) of the <br />ambulances. He asked what they would do in a situation where it ended up taking 15 minutes to <br />get an ambulance to the location and whether they would do an analysis afterwards to see what <br />could have been done differently. <br /> <br />Mr. Edminson stated that they look at those types of numbers on a daily basis and investigate what <br />happened and whether it was due to things like a directionally challenged crew or incorrect <br />resources being sent. He noted that if they think they are a bit further away from a call, another <br />truck starts toward the location, but then they start calling the mutual aid providers to see if they <br />are closer and if so, they automatically give them the call. <br /> <br />Administrator Statz stated that when he looked at the data, there were four (4) mutual aid responses <br />out of 147 calls. He stated that he would also like to ask about dispatch time of an average of 5 <br />minutes 26 seconds with the emergent and asked if that was from the time they received the call <br />from dispatch and whether it included dispatch time. <br /> <br />Mr. Edminson stated that those figures include when they start the call, not the dispatch time. <br /> <br />Page 7 of 17 <br /> <br /> <br />
