City of Centerville
City Council Meeting Minutes
August 9, 2006

Mayor Capra indicated that her concern is to get a delay from the RCW A Board next
month shoves this project so far back that it may not be possible this year.

Mayor Capra asked if there is a potential to add this to a project next year.

Engineer Statz said he feels this project is large enough to yield good bids on its own and,
if there was something else in town to lump it with that would be even better.

Council Member Terway said that he feels that this is cart before the horse as there is not
enough information like soil borings and he would prefer to wait until all the information
is available and he does not have a good feeling about hurrying this project along.

City Administrator Larson said that RCW A staff would require the project to meet
infiltration requirements and seem to prefer rural sections not typical curb and gutter so
he is not sure that you could assume that the permit is okay.

Mayor Capra indicated that in some instances the requirements are so stringent that it
may require the City to buy property to handle rainwater. She then said that she would
like to put this project considered for next year's construction season as she feels that the
hoops to jump through with the Watershed District cannot be rushed and costs may
continue to go up.

Mr. Hanzal indicated that they are not trying to rush this through this year that was not
the intention but the point came up that there was a contractor in town that this could be
added to. He then said that they were not going to put money into plans and specs and
working with the Watershed District until the Council said that this was a possibility.

Council Member Lee agreed to slow this project down and complete all the work
required.

Council Member Paar indicated that this was set to go in 2009 so if it does not go now he
does not feel that Mr. Hanzal should kick in extra funds. He then suggested that the
neighbors try to work something out with Mr. Hanzal as the costs will continue to rise.

Council Member Paar asked if County Road 14 will detour down through Old Mill Road.

City Administrator Larson indicated that there will not be a designated detour but that
does not mean that people will not route around the construction on other streets.

Council Member Paar said he is fine with making sure everything is done right but the
longer the project waits, the more expensive it will get. He then suggested looking at
moving up some other road construction to bid out at the same time.

Mr. Fruth of 7384 Old Mill Road said that they would like to see more help from
Centerville to pay for this project because they cannot afford it and, if they do not get the
help, they will not be able to stay where they are and will have to move. He then said

Page 5 of8

~
