City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />Mr. Stradtman explained that it is not critically important. He stated that they will have people in <br />a transitional situation that are recovery from surgery or things of that nature and they will <br />transition from a hospital environment to this type of facility to continue their healing process. He <br />stated that they are not concerned about the proximity to a hospital and are more concerned with <br />what is the population demographic and demand for assisted living within the community. He <br />stated that any suburban Twin Cities community will have a need for assisted living because the <br />nursing homes and care facilities are full and reiterated that there is a need for this particular niche. <br />Administrator Statz agreed that there is a need for this type of facility in the City. He stated that <br />there is an address in town that has had 8 emergency service calls within the last 3 months for <br />things such as the inability to get out of their chair, or get from their bed to the bathroom. He <br />stated that he believes having a facility like this in the City may actually result in a net reduction <br />of these types of calls for the police and fire departments. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Koski, to Approve Tabling <br />the request by NorBella Senior Living for a Rezoning Request, Conditional Use Permit <br />(Specialized Care Facility), and Site Plan Review. A roll-call vote was taken. Mayor Love <br />and Council Members King, Koski, Lakso & Mosher voted in favor. Motion carried. <br />Mayor Love noted that Mr. George with Kwik Trip is no longer on the meeting so he will not open <br />the floor for his presentation. He called for a brief recessed at 9:02 p.m. <br />Mayor Love reconvened the Council Meeting at 9:10 p.m. <br />5. Belleville Landing Apartments <br />a. Comprehensive Plan Amendment (Commercial to Residential) <br />b. Rezoning (B-2 Main Street Commercial to R-3 High Density Residential) <br />c. Site Plan Review <br />Mr. Carlson stated that this request is for a project called Belleville Landing Apartments for a Land <br />Use Plan amendment from Commercial to high-density residential and rezoning from B-2 to R-3, <br />a Planned United Development by way of a Conditional Use Permit, as well as Site Plan Review <br />for the 103-unit apartment building. He stated that this is proposed for Lot 2, Block 2 of the <br />Rehbein plat. He reviewed the Land Use amendment request for high-density residential as <br />compared to the current Land Use Plan. He stated that this site could be appropriate for high- <br />density residential and, in his opinion, is a perfectly appropriate transition of land uses. He stated <br />that a question to ask is whether this works as a commercial site because it is so far removed from <br />Main Street and next to all the residential in Lino Lakes, Willow Glen, and the Park ÒnÓ Ride lot. <br />He reiterated that when this was rezoned, they kept the entire Rehbein parcel, which is 24-acres, <br />as one designation and was all guided for commercial use. He stated that with a more nuanced <br />look and with this proposal it is appropriate for this northern parcel to be used for high density <br />residential. He noted that in the staff report there is information regarding an analysis of the <br />housing in the City and reviewed some of the general information. He noted that this project gives <br />the City the opportunity to provide a range of housing as outlined in the Comprehensive Plan. <br /> <br />Administrator Statz stated that almost all of the 108 units in the City that are multi-family are at <br />Chauncey Barrett, which is a senior facility.
