He stated that Presbyterian Homes type of facility are what is <br />called a continuum of care and has everything from active to nursing home type facilities. He <br />stated that with this project they are trying to bring an option to the community for people that <br />need transitional care or more assistance which does not have as many options as an active senior <br />may have. He stated that their building design fits on the parcel and if it were larger there would <br />be more parking required. He stated that they feel that their operation is a good transitional use <br />between more intensive commercial users, such as Kwik Trip, and the residential area. He stated <br />that this will not produce a traffic burden or a noise pollution issue in the area. <br /> <br />Council Member Lakso commended the developer for catering their service to the most vulnerable <br />people in the community which she thinks is beautiful. She stated that she does see that there is a <br />need for this type of facility. She stated she will welcome this facility to the City, but noted that <br />she assumed that this item will also be tabled tonight along with the others associated with this <br />parcel. <br /> <br />Council Member Koski stated that one thing that concerns him with these types of facilities is <br />safety. He stated that he has concerns for someone who may be attempting to walk across the <br />street without proper traffic control. He asked how this type of safety would be addressed through <br />the design of the building and the property. He stated that at the Planning and Zoning Commission <br />there was discussion about a trail into Willow Glen and assumes that would be addressed later on <br />during Final Review. He asked about the staffing for the facility and what economic impact that <br />may have on the community because he assumes that the staffing will be a fairly high skill level <br />at this facility. <br />Mr. Stradtman stated that the memory care wing will be secured and residents will not be able to <br />come and go without being escorted. He stated that majority of the residents in the assisted living <br />area will also not be outside just strolling around by themselves. He stated that there is an outdoor <br />patio area that is separate for the memory care wing as well as for the assisted living. He stated <br />that there will be a lot of oversight and residents will be with either a family member or a care <br />giver. Staffing for this type of facility will have about 26 total employees with many being <br />paraprofessionals who are trained to provide care to people a well as nursing staff and doctors that <br />are on-call and will come to the facility frequently but will not always be on site. He stated that <br />it does make sense to have a sidewalk loop around the facility which would be used by residents <br />that are being escorted outside, but does not think there will be a need for a trail connection to <br />neighborhoods or other areas in the vicinity. <br /> <br />Administrator Statz stated that staff has also recommended that the other sidewalks and suggested <br />connections be eliminated and only the sidewalk loop be included. <br /> <br />Council Member Koski explained that he has heard stories of people walking away from this type <br />of facility and causing a safety issue, so this is a big concern to him. He stated that he is also <br />concerned about this being a bit of spot zoning, however this is still a commercial use, but wants <br />the Council to be cognizant of that possibility. <br /> <br />Mayor Love asked if there would be any extra added value with the clientele that will use this <br />facility to be closer to a hospital. <br /> <br />Page 17 of 26 <br /> <br />
