City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />were issues raised about traffic and safety issues with coming across the road to the Park ÒnÓ Ride. <br />He stated that he was also concerned about the patio deck because of noise and light and asked <br />how it will be buffered. <br />A representative of Apollo Development stated that is on the south side of the building, farthest <br />from the residential areas and is actually down a level on the roof on the third floor, so the building <br />will actually block any noise to the north. He noted that there is probably 500-600 feet to the <br />nearest house. <br />Council Member King asked if the noise would then be heading towards the senior assisted living <br />facility. <br />A representative from Apollo Development stated that the senior living center is pushed to the <br />east side and they are on the west and would guess that there are at least 250-300 feet to the assisted <br />living facility, with one end being a bit closer than that. He stated that it will also be two stories <br />above the assisted living facility. He stated that he would guess that most of the activity at the <br />assisted living facility will take place inside the building and the residents will not spend vast <br />amount of their time, especially late in the day, outdoors. <br /> <br />Council Member King stated that his biggest concern for this facility is that he wanted it to be big <br />and expensive, but there are no guarantees anywhere in the future that it will stay that way and not <br />become a rent-controlled building. <br /> <br />Council Member King asked if there could be some kind of an agreement that the rent would <br />always stay high and assumes it will help that they will have all the amenities he listed like the <br />exercise room, community room and dog wash area. He reiterated that his biggest concern is that <br />he has no guarantee that in the future, he will leave something to the community that will cause <br />big problems down the line. He stated that he just can say three things: Freeway; Park ÒnÓ Ride; <br />Apartment. He stated that he does not like the set up especially with all of the other comments <br />that the City has received about this. He stated that he has a responsibility to the citizens of <br />Centerville first, but also to all the other people that are in the area. He reiterated that there are <br />no guarantees and questioned what would happen if the building is sold or has government <br />intervention down the road. He stated that he believes in home ownership and people having skin <br />in the game. <br /> <br />Mr. Jon Rausch, stated that he has sold about 4,000 apartment unit land over the last 2 years in <br />Woodbury, Eden Prairie, as well as the west end. He stated that Council Member King is right <br />that there are no guarantees beyond what can be foreseen at the moment, which is about a 20-year <br />window and explained that this will be a ÒClass AÓ apartment building in the City. He stated that <br />the level of finishes and amenities will make this the best in the area and noted that this is the only <br />ÒClass AÓ market rate apartment that he has seen done in this area. <br /> <br />Council Member King stated that he understands that but is concerned about somebody getting <br />stuck with this in 20-30 years. He explained that he does not trust the government even though he <br />is technically part of it. <br /> <br />Mr. Rausch explained that he has been doing this kind of work for 23 years and what happened 20 <br />Page 21 of 26 <br /> <br />
