City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />years ago has no bearing on what is going on today. <br />Council Member King stated that he expecting there to be a housing bubble and other bubbles <br />where people do not have to pay their rent which creates problems. He stated that there are a <br />myriad of things that could happen. He stated that one of the reasons he wants more time is so he <br />can hear from the Centerville citizens. He explained that of the people that e-mailed him, nobody <br />gave him their phone numbers. He stated that he is an Òold guyÓ so he cannot easily e-mail them <br />back and would prefer to just pick up the phone and call them back. He stated that he is part of <br />the Economic Development Authority and wants to develop the City, but has to take into account <br />his role as a Council Member, and also needs to listen to the people because that is what he was <br />elected to do. <br />Administrator Statz noted that a member of the public asked if Mr. Rausch could identify his <br />relationship to the development. <br />Mr. Rausch explained that he is a commercial real estate broker for Cushman and Wakefield and <br />has worked with the Rehbeins for about 15 years. <br />Council Member King stated that many times people say that the City is just ÒrooftopsÓ. He noted <br />that even if Kwik Trip did not come to the City, he has to ask himself why did they were even <br />interested in coming to the City if the ÒrooftopsÓ were not attractive to them. He stated that he <br />would like to get the development that the people in Centerville and Lino Lakes want which is <br />country living and restaurants. He stated that he has served on the Council for a total of 8 years <br />and nobody in that time has ever come to complain about their taxes, but people expect something <br />in return and he has to assume that they like the school district and the other things. He stated that <br />he is going to listen to the citizens as much as possible, and will not stab them in the back, but they <br />need to understand that it may cost them. He stated that he believes this land is developable and <br />apparently so does Kwik Trip because they know there is a lot of business to be captured on this <br />side. He stated that as more houses get built, someone else will come and look at as well. He <br />reiterated his request for the residents to give him their phone number so he can get back to them <br />and asked people to contact him whether they are for or against these plans. <br />Mr. Harchanko stated that Council Member King is correct that there are no guarantees for what <br />the future may bring. He stated that from the developerÓs point of view, he has no guarantee that <br />the interest rates will not go higher and noted that material costs are already going higher. He <br />stated that his fear is that 120 days from now this project may not be feasible if the interest rates <br />have driven the cost of financing too high to make this unappealing. He stated that basically he <br />does not even have a guarantee for 60 days from now and explained that there have been times <br />where delays have caused projects to never happen. <br /> <br />Council Member King stated that he understands the material costs issue, but interest rates, when <br />the Country owes as much as it does he does not know how much the interest rates can go up <br />unless the Country is going into the ÒresetÓ. <br /> <br />Council Member Lakso stated that she feels like she has listened to everyone who has contacted <br />her and unfortunately will not be able to vote in a way that will please everyone. She stated that <br />she wanted to touch on some of the comments made that assume the type of people that live in <br />Page 22 of 26 <br /> <br />
