City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />that is not talked about very often is how many local jobs they create. He stated that they have <br />created hundreds of full-time ongoing jobs in addition to the thousands of jobs that are created for <br />local subcontractors and vendors as well as service industry people where they take on their <br />projects. He stated that they always open up the project to as many local people as possible and <br />have found that to be an important part of relationship building within the community. He stated <br />that he is more than happy to get together one on one with Council Member Koski to address his <br />concerns. He noted that he does not have past experience working with Halverson Blaser, but they <br />did vet a number of potential management companies before they were selected. He stated that he <br />believes that they actually got the reference or recommendation about them from someone at the <br />City. He stated that Halverson Blaser would be under contract and can be fired if they are not <br />doing their job adequately. He explained that commercial/retail comes up on all of their projects <br />and unfortunately, in this environment, a lot of that is driven by density, so you sort of get the bad <br />with the good and in order to get the commercial stuff, you have to have a lot of people. He noted <br />that in a previous career he was a corporate architect and developed about 350 restaurants, so he <br />knows what it takes to crank out a high-volume commercial operation like that, which is very <br />tough now in this market. He stated that he is happy to provide a resume of past projects if the <br />Council would like to see those and reiterated his offer to meet with any interested Council <br />Members one on one. <br />Administrator Statz stated that there have been a few common themes raised in the public chat and <br />asked if those could be addressed. He stated that there are questions about the market study and <br />what will draw people to live in this apartment. <br />Mr. Harchanko stated that they view the Park ÒnÓ Ride as a very strong amenity for upscale <br />clientele. He stated that they want to get this building to be as Class A as possible and noted that <br />the only thing they are planning to leave out is a spa because those are extremely expensive. He <br />stated that they want to attract the kind of people that are working professionals and see that as a <br />way to run into St. Paul for an event. He stated that he thinks this location also gets a new resident <br />in the location they want to be in for the right school district as well as people who are downsizing. <br />He stated that they see this as a gem of spot and the interest from institutional real estate <br />professionals has been phenomenal. He noted that Centerville has a lot to offer such as the Park <br />& Ride, great schools, etc. Discussion ensued regarding the market, COVID, etc. <br /> <br />Discussion ensued regarding the height of the building as being three stories with an underground <br />parking facility which really means 4-story. Administrator Statz stated that the City does have <br />th <br />another 3-story building in town south on Main Street on 20 Avenue. He stated that the proposed <br />building meets height requirements within the code. <br />Mayor Love stated that it is great to have developers who desire to develop in Centerville and he <br />appreciated all of the input from residents and the community. <br />There was discussion regarding regulations regarding affordability, maintenance, younger <br />generation affordability, owner occupancy, standards of maintenance and pride in community. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Table all four (4) <br />Items as Presented.
