September26,2021:Ahomeownerhiredirrigationcontractorinvestigatedapotentialirrigationleakon <br />theeastsideofthepropertyof1821.Approximately8inchesbelowthesurface,a4inchpvcpipewas <br />foundwiththeirrigationlinecutthroughit,fillingwithwater.Theirrigationsystemandexteriorwater <br />wascutoffandconfirmedtheirrigationlinewasnotthesourceofthewater.Thispiperunsparallelto <br />theplanneddraintilelineandisapproximately30feetsouth. <br />September27,2021:TheĭźƷǤ͸ƭStantecrepresentativeinspectedthenewfoundpipeandwasnotable <br />todeterminewhatpipewasfromlookingatit. <br />September28,2021:Anindependentcontractorwashiredbythehomeownerstoassessthedraintile <br />withafiberopticcamera.(workthatwassupposedtohavebeencompletebyMemorialday).Acamera <br />wasplacedattheaccesspointattheaddressof1833,itshowedthedraintilepipewascleanandhadno <br />waterinthedrainforapproximately150ftwestoftheproperty(whichwasnearlyattheextension.) <br />Waterfromhosewasaddedtodraintiletoseeifblockagewasallowcameratopass,itwasnot <br />successfulandwaterdidnotcomeoutoftheendofdraintile.Thecamerawasinsertedintheoutflow, <br />whichwascompletelyblockedwithdirtanddebris. <br />September30,2021:Attherequestofthehomeowners,thecityadministratormetonthelotto <br />observetheissuesdiscoveredbythehomeowners,andreceivetheevidencethatwasobtainedbythe <br />contractorhiredbythehomeownerstocompletethetestingthathadstillnotbeencompletedbythe <br />developer.Atthismeetingitwasdiscoveredthatthedraintilepipedidallowwatertodrain,despite <br />sedimentbuildupintheline.Howeverthepositionofthepipealongtheswalecouldnotyetbeverified. <br />Thecitycommittedtohavingtheentirelinescopedbycamerawithpositionsanddepths.Thecity <br />furthercommittedtohavingtheswalesurveyedinitscurrentasbuiltconditiontocompareitagainst <br />thedrainplanandassesswhichpartiesalongtheswalemayneedregradingtocorrectthedrain <br />system. <br />October310,2021:Twohomeownersattheirowndeviceselectedtotestthedrainagecapabilityofthe <br />pipebydiggingthroughthewaterloggedswaleontheirlotsanddidfindasubstantialbarrierofcompact <br />clayabovethedraintilelinewhichwasnearlyЊБͼunderground.Thisdidallowthenfortheareatodrain <br />indicatingthatanysolutiontothisissuewilllikelyrequiretheremovalofthisclaycapandreplacement <br />withotherpermeablematerials.ThisissueshouldbenotedforfutureyardinstallationsonOldMill <br />Estatesbecauseifthedepthofthedraintileisconsistent,thisproblemwillreoccurelsewhere. <br /> <br />
