Housing & Economic Development <br />MetroCitiessupportscontinuedcity representation inanyupdated ornewregional <br />housingpolicyplan. <br />3-EAllocationofAffordableHousingNeed <br />The affordable housing need allocation methodology determines the number of needed <br />affordablehousing unitsforthemetropolitanregion anddistributestheneedbyassigning each <br />city its fair share through an affordable housing need number. Minn. Stat. § 473.859 requires <br />cities to guide sufficient land to accommodate local shares of the regionÓs affordable housing <br />need. Metro Cities supports additional Metropolitan Council resources to assist cities in <br />meetingcitiesÓshare oftheregionÓsaffordablehousingneeds. <br />Metro Citiessupportsthe creationofavarietyofhousingopportunities.However,the <br />provisionof affordableandlifecyclehousingisasharedresponsibilitybetweentheprivatesector <br />andgovernmentatalllevels,includingthe federalgovernment,state governmentand <br />Metropolitan Council. Land economics, construction costs,and infrastructure needs create <br />barrierstothe creation ofaffordablehousingthat citiescannotovercomewithoutassistance. <br />Therefore,MetroCitiessupportsaMetropolitanCouncilaffordablehousingpolicy and <br />allocationofneedmethodologythatrecognizes the followingtenets: <br />Regional housing policies characterize individual city and sub-regional housing <br />numbers asarangeofneeds inthecommunity; <br />Cities need significant financial assistance from the federal and state government,as <br />well as the Metropolitan Council, to make progress toward creating additional <br />affordablehousingandpreservingexistingaffordablehousing; <br />MetropolitanCouncilplanningandpoliciesmustbemorecloselyalignedtohelp <br />ensurethatresources fortransportationandtransitareavailable to assistcommunities in <br />addressingtheirlocalshareoftheregionalaffordablehousingneedandtoensure <br />thatallpopulations have adequate mobility to reach jobs, education and other <br />destinationsregardless ofwheretheylive; <br />The Metropolitan Council will not hold cities responsible if a city does not meet its <br />affordable housing need number. However, efforts to produce affordable housing may <br />beconsideredwhenawardinggrants; <br />TheMetropolitanCouncil,withinputbylocal governmentrepresentatives, should <br />examine the allocation of need methodology with respect to the relationship between <br />theregional allocation and the local share of the need. The formula should also be <br />routinelyevaluatedtodetermineifmarketconditions havechangedorifunderlying <br />conditionsshouldpromptreadjustmentoftheformula; <br />2022 Legislative Policies <br />26 <br /> <br />
