Housing & Economic Development <br />The Council should use a methodology that incorporates data accumulated by <br />individualcitiesand not limited tocensusdrivenorpolicydrivengrowth <br />projections; <br />Theformulashouldbeadjustedtobetterreflectthebalance andbreadthof <br />existingsubsidizedandnaturallyoccurringaffordablehousingstocks;and <br />The Council shouldworkwithlocalgovernmentsthroughanappealsprocessin <br />ordertoresolveanylocalissuesandconcernswithrespecttotheneedallocations. <br />3-FHousingPerformanceScores <br />The Metropolitan Council calculates a cityÓs housing performance score annually. Scores are <br />determinedusing an annual citysurvey aswell asCouncil data.TheCouncil usescity Housing <br />PerformanceScoreswhenscoring theRegionalSolicitation forfederaltransportationpoints. <br />Until 2020, the Council used Housing Performance Scores in Livable Communities grant <br />program scoring criteria. Cities may review their own as well as other citiesÓ Housing <br />PerformanceScoresperiodicallytogaugerecent activityonaffordablehousingpreservationand <br />newconstruction. <br />Metro Cities supports Housing Performance Score criteria that recognize varying local <br />resource capacities, tools, programs and policies to support housing production and the <br />market nature of housing development, and that do not limit cities to a prescriptive list of <br />toolsandpolicies.Thecriteriafor determining thescoreshouldadequately recognizethecurrent <br />tools,policiesandresourcesemployedbylocalgovernments. <br />Metro Cities supports a process for local governments to review, comment on and appeal <br />preliminary Housing Performance Scores as well as provide additional information to be <br />usedincalculatingthescores. <br />MetroCitiessupportsa consistentscheduleforsending theannualhousingproduction <br />surveytocities. <br />In considering HousingPerformanceScore usesand criteria: <br />TheCouncilshould engage ina periodicreviewoftheformula; <br />Anyproposednew,deleted,orexpanded usesorprogramsinwhichthe Housing <br />PerformanceScoreswouldbeusedshouldbereviewedbylocalofficials andMetroCities; <br />and <br />TheCouncilshouldrecognize marketfactorssuchas downwardeconomiccycleswhen <br />setting timelines andlook-backsincalculatingrecentaffordablehousingproduction. <br />2022 Legislative Policies <br />27 <br /> <br />
