CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: November 10, 2021 Administration VIII.3 TITLE OF ISSUE: Business Water Connection Discount Program BACKGROUND AND SUPPLEMENTAL INFORMATION: In January, the City Council created a program to offer half-priced hook-up fees to the city's water system for businesses as a way to support them through the pandemic. There are 14 businesses still on private wells. Staff has had several inquiries about the program and wishes to clarify and modify the program. Recommended changes to the program: - Make pre-paid WAC charges eligible for retroactive reimbursement for businesses that have not yet hooked-up (this does not apply to assessments paid or lateral benefit fees pre-paid) - Clarify program eligibility for existing businesses or new businesses in M-1/M-2 zoning districts (downtown) - Extend deadline to December 31, 2022 - Businesses must actually hook-up to be eligible for discounted fees. Prepayment of fees is not eligible. COST AND SOURCE(S) OF FUNDING: Cost/WAC unit is $925. Cost/Lateral Benefit Fee is $4,000.
