<br />733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Planning Report <br />DATE: November 10, 2021 <br />TO: Centerville City Council <br />FROM: Phil Carlson, AICP, Stantec <br />REQUEST: Shingle Creek Capital, LLC Ï Rezoning and Conditional Use Permit <br />ADDRESS: 2050 & 2070 Main Street <br />PIDS: 24-31-22-23-0009 & 24-31-22-23-0010 <br />OWNER: Devereaux Family LP <br />INTRODUCTION <br />Shingle Creek Capital LLC is requesting a rezoning and <br />Conditional Use Permit (CUP) for the property at 2050 <br />and 2070 Main Street in order to develop a building <br />supply sales use on the site. The use requires outside <br />storage of materials, not allowed in the current B-2 <br />zoning, but storage yards are allowed by CUP in the <br />requested B-1 zoning. Site Plan review by the Planning <br />& Zoning Commission is also required but not all of the <br />detailed plans for that review have been submitted. <br />The requests were heard by the Planning & Zoning <br />Commission at a public hearing on November 2, 2021. <br />The recommendations later in this report reflect their <br />recommendation to the City Council. <br />PROPERTY <br />The property involves two separate lots, 2050 and 2070 Main Street. The west lot at 2050 is <br />occupied by the former Northern Forest Products building, an industrial use. The east lot at 2070 is <br />vacant. Test borings on that site indicate soil problems and buried debris which must be corrected <br />before development of the site, even for the outside storage use. <br /> <br />Each lot is about 200 ft wide by 585 ft deep, 2.69 acres each or 5.38 acres total. The lots are much <br />deeper than many other B-2 lots on Main Street, which are generally 125-250 ft deep, as seen on <br />the land use and zoning maps later in this report. <br /> <br /> <br /> <br /> <br /> <br />
