Application for Rezoning and Conditional Use Permit <br />2050 and 2070 Main St, Centerville <br />October 13, 2021 <br /> <br />beyond their useful life. To make this building useable, marketable, and attractive for the new <br />user we intend to: <br />o Fully renovate the north end of the building with Main Street frontage to create a <br />showroom for the public and sales staff use. <br />o Refresh the existing offices on the second story to be used by administrative staff and <br />territory managers. <br />o Address deferred maintenance by replacing the tired roof. Modernize the warehouse <br />space with new electrical and HVAC to create a functional space where product can be <br />stored. <br /> Improve the site for both function and appearance. There is a retail/office component to this use <br />so appearances matter. Some of the intended site work includes: <br />o Creating a friendly building entrance by adding add a modern awning, painting aspects of <br />the façade, adding new decorative lighting and signage. <br />o Landscaping and buffering will be concentrated on the frontage of Main Street. The <br />staging area will be screened by landscaping, and the staging area will be fully fenced for <br />security. <br />o Customer parking will be clearly marked and striped. Delivery trucks will have a separate <br />entrance from customers and staff. <br />o Staging areas will be fully fenced for security, and landscape improvements will be placed <br />exterior of fencing. <br />o Stormwater will be managed consistent with the RCWD regulations, and we intend to <br />work collaboratively with the City and RCWD on the best solution given the challenging <br />site conditions. <br /> Consistency of Zoning, Use, and CUP will create clarity and consistency for the long-term vision <br />of the site. The rezoning will ensure the permanent transition to a commercial general business <br />operation. The B-1 Zoning District permits Building Supply Sales and Storage Yards with a CUP, but <br />does NOT permit any other uses with outdoor storage/sales areas. You can be confident that <br />unless changes are made to City Code standards for B-1, the only type of user for the site with <br />outdoor storage/staging is a Building Supply Sales company. <br /> Site specific benefits of Rezoning and CUP: <br />o <br />make the east parcel usable. The test pit logs show: <br /> The soil conditions on east parcel revealed 1) waste buried on site that should be <br />removed and stabilized; and 2) soil conditions below the waste that have <br />hydric/organic qualities. <br />o The soils conditions make it cost prohibitive for any small business or user to afford the <br />work necessary to make the east parcel buildable. The newly identified national tenant is <br />committed to the site, which allows us to invest in corrective actions to ensure the future <br />buildability of the frontage into additional retail/office uses in the future. <br /> <br /> <br />Page 5 of 6 <br /> <br />
