City of Centerville <br />Council Meeting Minutes <br />May 26, 2021 <br /> <br />Attorney Glaser stated that facilities are great to have but if they are not operated correctly, it could <br />become the City’s burden with expenses. <br /> <br />Council Member Koski inquired if we have that covered. <br /> <br />Attorney Glaser replied yes, it is covered. This is also why there are annual reviews of the CUP <br />ensuring compliance with regulations. <br /> <br />Council Member Lakso agreed that this is a reasonable development. The CUP use is just fine and <br />she thinks this would be a great place to serve Centerville’s most vulnerable population. She <br />questioned who the SAC fee would go to and was also curious about the placement of the north <br />side patio not receiving enough sun. <br /> <br />Administrator Statz replied with we are losing those fees due to the City of Lino Lakes’ <br />infrastructure services these buildings as their infrastructure was placed in the roadway during the <br />joint roadway construction project. He noted that the City is not liable for repairing that <br />infrastructure. <br /> <br />Mr. Stratman informed the Council that the “L” shape of the design, where most of the community <br />activities will take place, was the best place for the patio. He also informed the Council that there <br />would be separate, secure, outdoor spaces for memory care that is away from the north side. <br /> <br />Council Member Lakso liked the title that included the town name of Centerville. <br /> <br />Mayor Love wondered if there was a way to include language in the CUP for maintenance and <br />upkeep of the building. <br /> <br />Administrator Statz stated as part of an annual review, an inspection will keep the facility properly <br />maintained, but the only issue would be a staffing. <br /> <br />Mayor Love spoke about the desire to want a building that is aesthetically pleasing. He also <br />mentioned this plat is not the only commercially zoned land in Centerville. <br /> <br />Administrator Statz will check on commercial zoning plats, noting down Main Street, most lots <br />are zoned commercial but there are a few still zoned residential. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso, to Approve <br />Ordinance #114, Second Series - Rezoning Lot 1, Block 2, Rehbein Commercial, contingent <br />on plat approval from B-1 to B-2. A roll-call vote was taken. Mayor Love and Council <br />Members King, Koski, Lakso & Mosher voted in favor. Motion carried. <br /> <br />Council Member King wondered about commercial code inspections. <br /> <br />Administrator Statz stated the City does have commercial code inspections. This can be based on <br />a complaint or something that is seen. Inspections are not scheduled but are completed as needed. <br />Businesses often find code inspections not business friendly. <br /> <br />Page 10 of 12 <br /> <br /> <br />
