City of Centerville <br />Council Meeting Minutes <br />May 26, 2021 <br /> <br />Council Member King is very concerned about the quality of building materials. <br /> <br />Administrator Statz stated to bring this concern to the Planning and Zoning Commission along <br />with the site plan review. <br /> <br />Attorney Glaser suggested to make this a condition that can be brought to the Planning and Zoning <br />Commission. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Koski, to Approve the <br />Conditional Use Permit and Findings of Fact for a Specialized Care Facility; NorBella Senior <br />Living contingent on approval of associated plat and rezoning. A roll-call vote was taken. <br />Mayor Love and Council Members King, Koski, Lakso & Mosher voted in favor. Motion <br />carried. <br /> <br />Mayor Love questioned the restriction on time of approval. <br /> <br />Attorney Glaser stated if approved tonight, setting parameters are being arranged and can be <br />modified if needed. <br /> <br />Administrator Statz requested more detail from the Council on exact wording of conditional ideas <br />on the exterior of the facility. <br /> <br />Council Member King wished to integrate brick and stone together. <br /> <br />Administrator Statz stated Council wants additional stonework and enhanced window casing. <br /> <br />Mr. Stratman stated he understands the need for a building that is structurally sound, energy <br />efficient, and includes a robust, detailed exterior. This structure is a wood framed building. The <br />idea is for it to look warm and comforting. He can do a mix of materials to make it look <br />aesthetically pleasing. He wants people to have the desire to place their loved ones there. <br /> <br />Administrator Statz read the City Code about exterior of buildings. He suggested a cautious <br />approach when making architectural design demands. Architectural teams are trained in this area <br />and have experience with this type of work. <br /> <br />Mayor Love liked the look and feel of the facility in Prior Lake. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso, to Approve Site <br />Plan Review for NorBella Senior Living contingent on Final Plat, Rezoning and Conditional <br />Use Permit approval. A roll-call vote was taken. Mayor Love and Council Members King, <br />Koski, Lakso & Mosher voted in favor. Motion carried. <br /> <br />Mayor Love requested a short recess for 10 minutes <br /> <br />At 7:48 p.m., the Zoom transmission lost connection and the meeting did not resume. <br /> <br />4.
