City of Centerville <br />Council Meeting Minutes <br />May 26, 2021 <br /> <br />Mayor Love and Administrator Statz realized the wording in the Ordinance was an oversight and <br />was meant to be a stand-alone car wash not a car wash with an accessory, like a gas station. This <br />is not a major issue to approve and can go back for further review. Staff can also review the original <br />idea of a stand-alone car wash. <br /> <br />Motion by Council Member Mayor Love, seconded by Council Member Moser, to Adopt <br />Ordinance #113, Second Series, Amendments to City Code Chapter 156 and Table 156.A.1 <br />and authorize publication. A roll-call vote was taken. Mayor Love and Council Members <br />King, Koski, & Mosher voted in favor. Council Member Lakso nay. Motion carried 4-1. <br /> <br />2. Kwik Trip <br />a. Conditional Use Permit (Car Wash) <br /> <br />Administrator Statz presented the request of Kwik Trip for a Conditional Use Permit (CUP) to <br />construct and operate a car wash as an accessory use to their retail fuel sales operation on Lot 2, <br />Block 1, of the proposed Rehbein Commercial plat, contingent upon revisions to the City Code <br />allowing such use. The Planning and Zoning Commission did approve this plan with the following <br />restriction: 7 a.m. to 9 p.m. hours of operation. He stated that the site plan and CUP along with <br />other details are in the packet. He also shared his slideshow presentation with the recommendations <br />from the Planning and Zoning Commission. <br /> <br />Council Member King questioned how many houses are projected to be built. <br /> <br />Administrator Statz estimated 870 homes in Watermark, 250 homes in North Pointe, and 70 homes <br />on Nadeau Acres. <br /> <br />Council Member King also had concerns about the noise of the door opening and closing at the <br />proposed car wash along with the length of time that it would remain out during the wash cycle. <br />He reminded Council of the increased traffic in the area. He stated that he preferred additional <br />buffering around the Willow Glen Townhomes. He noted that many comments from the public <br />offer loyalty to the existing small-town existing businesses, but there was no way to stop Kwik <br />Trip from going in as it is properly zoned for that usage. <br /> <br />Administrator Statz stated the developer will add screening to the north and west of the car wash. <br />A noise study was conducted and found that noise dissipates over distances. Also, the doors would <br />remain closed which would cut out a major portion of noise from the proposed car wash. <br /> <br />Mayor Love thanked Council Member King for his comments and questioned which side is the <br />entry and exit are on. <br /> <br />Administrator Statz stated the entrance would be on the west and exit would be on the east which <br />would help eliminate some of the noise. <br /> <br />Council Member Koski is concerned with the potential for noise/light pollution and stated that <br />steps should be taken to minimize both. He stated that the hours of operation for the car was could <br />be 24 hours but the Planning & Zoning Commission recommended 7 a.m. – 9 p.m. Kwik Trip can <br />build the gas station on this site and if they wanted to put in a car wash later than they could discuss <br />Page 6 of 12 <br /> <br /> <br />
