He <br />supports keeping this property zoned commercial and wants to help the residents that surround the <br />property by building natural fences. <br /> <br />Council Member Lakso wants to make sure all the boxes are checked and the Council has the <br />ability to address all of the past issues that had been talked about, get feedback from residents, and <br />examine the impact three (3) months after opening. <br /> <br />Mayor Love hoped there would be another business that would go in on the corner lot, creating a <br />natural buffer. He noted traffic patterns are driven by the increase in homes that are being built to <br />the north. <br /> <br />Council Member King did not know what kind of car wash would be put it in the ordinance. <br /> <br />Mayor Love stated it would require a touchless car wash. This would create equal and fair <br />opportunities for anyone who wants to build on property. <br /> <br />Council Member King is in favor of a touchless car wash, if the problems are addressed. <br /> <br />Mr. George indicated they have a single bay choice wash with either a soft touch or touch free <br />cycle and the dryer blows as you drive through and exit. <br /> <br />Mayor Love stated that if a business wants to run 24 hours a day, they should be able to do that. <br /> <br />Council Member King wondered about conditions that Council talked about regarding amending <br />the motion to reflect the changes discussed. <br /> <br />Administrator Statz advised Council to approve the motion and then reconfigure the conditions <br />discussed along with the Finding of Fact for the Conditional Use Permit. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski, to Approve the <br />Conditional Use Permit with hours of as recommended by Planning and Zoning Commission <br />(7 a.m. – 9 p.m.) to include natural fencing between residential noise and light pollution for <br />a car wash as an accessory use to the retail fuel sales operation on Lot 2, Block 1, of the <br />proposed Rehbein commercial plat, contingent upon approval of the plat and necessary Code <br />changes. A roll-call vote was taken. Mayor Love and Council Members King, Koski, Lakso <br />& Mosher voted in favor. Motion carried. <br /> <br />Council Member King requested a map of Kwik Trip inquiring about some kind of screening that <br />would go from east to west. He suggested a wall or barrier that would attempt to mitigate some <br />noise. <br /> <br />Administrator Statz stated there is currently a retaining wall there. <br /> <br />Mayor Love questioned if a berm would work better. <br /> <br />Administrator Statz informed the Council there is already a retaining wall so a berm is not possible. <br />Page 7 of 12 <br /> <br /> <br />
