City of Centerville <br />Council Meeting Minutes <br />May 26, 2021 <br /> <br /> <br />Attorney Glaser discussed the idea of creating a buffer that works. This would need to be sent to <br />the Planning and Zoning Commission or engineering for specifications. <br /> <br />Mayor Love stated if the barrier was built and it did not work, this would allow us to go back and <br />fix or change the barrier if needed. <br /> <br />Council Member Koski reiterated the amendment states to go with what is on preliminary site plan <br />with the approval of the Planning and Zoning Commission or City Engineer. <br /> <br />Attorney Glaser indicated the buffer should adhere to the conditions of the approval of the City <br />Engineer. <br /> <br />Administrator Statz stated the lighting plan was submitted, found to be correct and other property <br />owners can address their lighting concerns on their own. <br /> <br />3. NorBella Senior Living (pg. 287) <br />a. Ordinance 21-0XX Rezoning (B-2 Main Street Commercial to B-1 <br />Commercial) <br />b. Conditional Use Permit (Specialized Care Facility) <br />c. Site Plan Review <br /> <br />Administrator Statz presented the request of Rachel Development, Inc. (NorBella) to rezone <br />property to allow use of a special care facility to be constructed on Block 2 which does not <br />currently allow this. He stated this would require a rezoning to B-1, if approved, the Conditional <br />Use Permit (CUP) would have to be approved. If the zoning changes, you can place conditions on <br />the permit but you cannot deny the CUP. In review, this is a 40-unit, single-story, high acuity, <br />assisted living and memory care facility with walking paths around the entire facility Review of <br />site plan shows adequate parking coming off of the new Street A. The Planning and Zoning <br />Commission did not approve all of the trails. The developer would direct people to cross the road <br />at the intersection of Street A. <br /> <br />st <br />Mayor Love clarified the dotted sidewalk that leads to 21 and would be staying in the site plan. <br />The sidewalk to the north would not be staying and traffic from the apartment building would not <br />go through this area. <br /> <br />Council Member King is concerned about the lack of square footage and disappointed with a lack <br />of masonry. He also stated concern over licensing. <br /> <br />Attorney Glaser advised there will be many licenses for the various types of care they provide. <br />They will have a nursing home license along with the sub divisions of the specific care units. <br /> <br />Mr. Stratman, developer, stated this is not a continuum of care facility. This is a memory care or <br />for assisted living facility that cares for the daily needs of their residents. More specific assisted <br />care includes receiving meals, correct medication dosage, bathing and etc. <br /> <br />Council Member King expressed interest in the revocation of licensing. <br />Page 8 of 12 <br /> <br /> <br />
