January 12, 2022 <br />Centerville City Council <br />Page 3 of 4 <br />RE: Centra North LLC - Planned Unit Development, Preliminary Plat, Sorel Quarter Townhouse Project <br />5) Exterior materials will be as shown on plans from Godden Sudik Architects and detailed in <br />the City Council Update letter. <br /> <br />6) An entry monument will be provided at the corner of Centerville Road and Sorel Street to <br />identify the area, as shown on the site plan and illustrated in concept in the City Council <br />Update letter of 1-12-2022, to be reviewed and approved in detail at the building permit <br />stage by the city engineer and city planner. <br /> <br />7) Homeowners association documents for the project will be reviewed and approved by the <br />city administrator and city attorney. <br /> <br />8) All engineering requirements and conditions of the city engineer will be followed. <br /> <br />9) A development agreement will be prepared, reviewed, and approved by the city <br />administrator and city attorney and recorded against all properties in the development. <br /> <br />Findings of Fact Ï Approval of the PUD/CUP <br /> <br />1) The City of Centerville has an adopted downtown Master Plan that has policies and design <br />guidelines for the subject property. <br /> <br />2) The CityÔs comprehensive plan guides the subject property Central Business District/Mixed <br />Use and the property is zoned in the CityÔs zoning ordinance M-2 Mixed Use Neighborhood <br />district. <br />3) The City through its plan and zoning wishes to establish a dense, mixed use neighborhood <br />with an emphasis on pedestrian access, architectural character and access to open <br />space and other destinations in the city. <br /> <br />4) The City has standards for landscaping, lighting, architectural design, and other issues <br />which are reasonable and necessary to achieving the goals for development of the <br />downtown area. <br /> <br />5) The proposed Sorel Quarter project meets the intent of the design guidelines and the CityÔs <br />zoning ordinance for the M-2 district and for a planned unit development. <br /> <br />DEADLINES FOR FINAL ACTION <br />The preliminary plat application was received on October 7, 2021. There is a separate 120-day <br />deadline for action on preliminary plats. Final deadline for action by the City Council is February 5, <br />2022. <br /> <br />The conditional use permit application was received on October 7, 2021. The 60-day deadline for <br />final action by the City Council was December 7, 2021, which was extended by the City an <br />additional 60 days to February 5, 2022, as allowed per State statute 15.99. <br /> <br /> <br />
