February 1, 2022 <br />Centerville Planning & Zoning Commission <br />Page 5 of 9 <br />RE: Max Storage Ï Conditional Use Permit, Site Plan <br /> <br /> <br />Landscape Plan <br />Sect. 156.040(L) of the Zoning Code says that <br />Ñloading facilitiesÒ are to be located in the <br />side or rear yard. If located adjacent to a <br />street they must be Ñadequately screenedÒ. <br />In my opinion, Ñadequately screenedÒ <br />means there should be a tall, mostly opaque <br />row of evergreen trees to screen the loading <br />areas. <br /> <br />The buildings have 12-ft-high overhead <br />doors for each unit, able to handle large <br />trucks (but not semis). These constitute <br />loading facilities in my opinion and need to <br />th <br />be screened along 20 Avenue. The <br />proposed landscape plan has low shrubs <br />th <br />along most of the 20 Avenue frontage that <br />will grow to only 3-5 ft high. On the south half <br />of the frontage there is a strip of ground <br />about 3-4 ft wide between the curb line of <br />the drive aisle and the retaining wall, which <br />is not enough for significant landscaping. <br /> <br />I suggest that the site plan be revised to <br />provide a wider buffer area for dense <br />landscaping that could grow to 8-10 ft in <br />height. This might be done in a number of <br />ways, including two that are illustrated on <br />the next page. We donÔt want to design the <br />site for the applicants Ï we simply want to <br />show that it could be revised while keeping <br />the 40Ô-50Ô drive aisle clearances originally shown. There are certainly other ways to accomplish <br />this. <br /> <br />The applicantÔs plan is above; suggested concepts are on the next page. The first concept (on <br />the left) would angle the buildings slightly to allow more room at the south end of the site and <br />continue that curb line (red dashed line) north, keeping an adequate buffer strip for landscaping. <br />The second concept on the right would keep the buildings in their proposed location but take a <br />notch out of the SW corner to create the needed space for a buffer strip. Both concepts would <br />keep the basic layout of the site and drive aisles. <br /> <br />No fencing or gate is proposed. <br /> <br /> <br /> <br /> <br />
