CITY OF CENTERVILLE <br />CITY COUNCIL WORK SESSION & COUNCIL MEETING <br />October 27, 2021 <br />6:30 p.m. <br />Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City <br />Council Work Session & Council Meeting on October 27, 2021. The meeting was also live <br />streamed by North Metro TV. <br />COUNCIL WORK SESSION <br />I. CALL TO ORDER <br />Mayor D. Love called the special meeting to order at 5:00 p.m. <br />ROLL CALL* <br />PRESENT: Mayor D. Love <br />Council Member Russ Koski <br />Council Member Darrin Mosher <br />Not Approved <br />Council Member Steve King (Arrived at 5:03 p.m.) <br />Council Member Michelle Lakso (Arrived at 5:02 p.m.) <br />ABSENT: None. <br />STAFF: City Administrator Mark Statz <br />Finance Director Bruce DeJong <br />II. ITEMS OF DISCUSSION <br />1. American Rescue Plan (ARP) <br />Administrator Statz stated that this funding is less restrictive that the CARES Act Funding, that <br />funds may not be given to the police or fire for payroll and that the funds must be used for loss of <br />revenue (liquor licenses, late fees on sewer/water bills. He stated that Finance Director DeJong <br />had been attending seminars and will continue to stay abreast of the rules and regulations related <br />to the funding. <br />Finance Director DeJong reviewed his presented memorandum with Council and answered their <br />questions. <br />Discussion ensued regarding Phase III of remodeling of City Hall, website, parking lot <br />improvement, premium pay for essential workers, infrastructure improvements, sewer/water/storm <br />sewer improvements, discounted commercial water fees and EDA programs. <br />2. Downtown Redevelopment Strategies <br />Administrator Statz discussed strategies for possible redevelopment offerings other than TIF or <br />similar programs. He suggested the potential for a municipal parking lot in the downtown area. <br />
