City of Centerville <br />Council Meeting Minutes <br />October 27, 2021 <br />He stated that this would assist Kelly's, Southern Rail a potential for construction of a Brew Pub <br />on the Rivard parcel and Sorg parcel. <br />He stated that he desired to ascertain Council's opinion before speaking with the Brew Pub again. <br />Discussion ensued regarding liquor license requirements, incentives, destination, sparking <br />development, whether a realtor would feel that the downtown area would be more attractive if <br />there were a municipal parking lot and ascertaining whether there were concerns from all abutting <br />property owners. <br />3. Broadband Grants <br />Administrator Statz stated that there was a matching grant available to the City for a small area <br />within Centerville that would qualify as an underserved area (near Creative Kids daycare, along <br />Center Street to Cedar Street. He stated that he is requesting the Council's direction on the item. <br />Consensus of the Council was not to apply for the grant as the area was very small and development <br />would drive services. <br />4. Old Mill Court Backyard Drainage Issues <br />Administrator Statz stated that several residents along Old Mill Court believe that there is an issue <br />with backyard drainage. Administrator Statz stated that staff has reviewed the situation and As - <br />Built surveys available. Staff believes that surveying of the area and televising of the draintile will <br />not identify significant problems. Staff believes that a layer of clay, black dirt and sod may be <br />causing the issue and that simply exposing the draintile and backfilling it with peak rock will <br />improve the majority of the issues. <br />Mr. David Kubat, 1833 Old Mill Court, briefly discussed the issues and requested assistance from <br />Council as residents felt that this would be a life-long issue with their homes if not taken care of, <br />the builders want to fix the issue, fear that not all of the three (3) homeowners will fix their yards, <br />and that re -regrading of the area would be costly. <br />Council thanked Mr. Kubat for his concerns, showed empathy, asked if how Administrator Statz <br />addressed the issue was appropriate, but felt that it was a Developer/property owner issue as the <br />draintile was installed by the Developer. <br />Mayor Love adjourned the Work Session at 6:22 p.m. <br />COUNCIL MEETING <br />I.
