City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br />offers the same services. He also stated that it is not a long term goal to have them continue. <br />Council Member Koski stated that they were used 5-10 years ago with no difficulties. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King, to Approve Consent <br />Agenda as Presented. All in favor. Motion carried. <br />VIII.OLD BUSINESS <br /> <br />1. Resolution #21-0XX Î Submitting a List of Eligible Nominees to Anoka County for <br />the Open Manager Position on Rice Creek Watershed District Board of Managers. <br />Administrator Statz explained that there currently was a lawsuit at the Supreme Court level <br />(Decision due January, 2022) regarding the previous appointment by Anoka County, for choosing <br />a candidate who was in the position and not one (1) that was provided, as endorsed, by <br />communities who submitted timely. He stated that no one from Centerville has applied but several <br />applicants from other communities within the district have (Blaine, Circle Pines and Lino Lakes). <br />It was stated that two (2) candidates were committed but three (3) were required. Administrator <br />Statz felt that it was imperative to endorse the collaborative resolution, but that he had not received <br />a listing of candidates from the City of Circle Pines as of yet. <br /> <br />Several members of Council had concern for approving a list of candidates without reviewing <br />them. Discussion ensued regarding who could qualify for the position, the importance of giving a <br />voice of the cities involved (Blaine, Centerville, Circle Pines, Lino Lakes, Lexington and Spring <br />Lake Park), the areas covered by the Watershed District with a part of Washington County <br />included, that there were five (5) districts with District 3 and 4 being served by two (2) Columbus <br />Township residents. <br />Mayor Love stated that the item would be held to later in the meeting providing an opportunity for <br />Administrator Statz to obtain the listing of candidates. <br />2. Business Water Connection Discount Program <br /> <br />Administrator Statz stated that if businesses were to have prepaid water connection fees prior to <br />the institution of the current program, would they be given retro-active credit for those fees paid. <br />He stated that there is also the concern of prepaying prior to connection and questioned whether <br />that should be clearly defined. He stated that an option for expanding the program for eligibility <br />would be to include the M-1 and M-2 Zoning Districts and questioned whether to extend the <br />deadline to 2022. He felt that this would bolster the program. <br />Discussion ensued regarding connection requirements, inclusion of M-1 and M-2 Zoning Districts, <br />new businesses only, applying the amount paid previously to the amount of fees at present time <br />and the business paying the remaining amount owed at 50%, concern for the deadline date being <br />extended, retroactivity to current businesses only, length of sustainability for funding the program, <br />COVID funding to offset the funding, and a motion for each individual requirement modification <br />of the program. <br /> <br /> <br />Page 4 of 12 <br /> <br />
