City of Centerville
Council Meeting Minutes
January 26, 2022

This is the second reading of Ordinance #121, Second Series, and Amendments to the Land
Dedication Ordinance. The ordinance provides clarification as it pertains to parkland dedication
and/or a fee in lieu of land. State Statute allows 10% per acreage, or a fee in lieu of land and fee
commensurate value of land and two to be equivalent. Discussion ensued about how fees in lieu
of land are calculated, noting that the city’s fees are reasonable compared to other cities. The
ordinance also provides clarity in reference to physical land/real property, understanding that land
dedication could be money or land, or a combination of both.

Motion by Council Member Lakso, seconded by Council Member Koski to Adopt Ordinance
#121, Second Series, Amendments to Land Dedication Ordinance (Second Reading) with text
amendments clarifying the language in the ordinance as noted in the discussion above. A
roll-call vote was taken. Council Members King, Koski, Lakso, Mosher and Mayor Love
voted in favor. Motion carried.

3. Eagle Park Tree Clearing

Administrator Statz reviewed the scope of work outlined in the quote from Langer’s Tree Service
for the removal of eighty-three trees from Eagle Park. Discussion ensued about tree removal, the
number of trees being removed, reason(s) for removal, potential benefits or liability associated
with leaving or removing the tree stumps and added cost of stump removal. Funding of the project
was also discussed as it pertains to priorities – whether it would reprioritize other projects like the
Skate Park, or entrance monument.

Administrator Statz noted that the project is recommended for the overall health of the trees in the
park. He suggested that the Parks and Rec Committee evaluated all of the city’s parks and provide
recommendations (more trees, less trees, clean-up, etc.). There was discussion about the tree
removal project in Eagle Park being a pilot program and request a potential for continuation for all
other parks. Administrator stated that Liaison Lakso could that Council’s desire for additional
study of all parks and overall tree evaluation of parks.

Motion by Council Member Lakso, seconded by Council Member Koski to Accept the
Recommendation from the Parks and Recreation Committee to Approve the Quote from
Langer’s Tree Service for Removal of Eighty-Three Trees from Eagle Park, not Including
Stump Removal. A roll-call vote was taken. Council Members Koski, Lakso, Mosher and
Mayor Love voted in favor. Council Member King opposed. Motion carried.

IX. NEW BUSINESS

1.
