City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br /> <br /> <br /> <br />Motion by Council Member Koski, seconded by Council Mosher, to Approve Tabling this <br />Item Until the December City Council Meeting. All in favor. Motion carried. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher, to Rescind the <br />Previous Motion of Tabling the Item. All in favor. Motion carried. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve Prepaid <br />WAC Charges Eligible for Retroactive Reimbursement. A roll call vote was taken. Council <br />Members King, Koski, Lakso, Mosher voted in favor and Mayor Love opposed. Motion <br />carried (4/1). <br /> <br />Council Member King clarified this applies to M-1 and M-2 zoning districts in the downtown area. <br />City Administrator Statz stated the M-1 and M-2 boundaries are well defined. Council Member <br />Koski reiterated this was initially designed to assist existing businesses but it also incentivizes new <br />businesses to develop in the downtown area. Administrator Statz stated that this is to extend <br />eligibility to new businesses in the M-1 and M-2 Zoning Districts. <br /> <br />Motion by Council Member Koski, and seconded by Council Member Lakso, to Approve to <br />Extend Eligibility to New Businesses in M-1 and M-2 Zoning Districts. <br /> <br />Council Member King questioned whether existing businesses continue. Administrator said to <br />extend eligibility to new businesses. <br /> <br />All in favor. Motion carried. <br /> <br />Discussion ensued regarding extending the program through December 31, 2022 and Council <br />Member Koski stated that he liked extending through July 31, 2022 and liked the idea of not <br />dragging out. <br /> <br />Motion by Council Member Mosher, and seconded by Council Member Koski to Approve <br />Extending the Deadline for Half Price Water Connection Fees to July 31, 2022. <br /> <br />Discussion ensued regarding road restrictions, frost going out and the possibility of extending <br />through September. <br /> <br />Council Member Mosher amended his Original Motion: to Approve to Extend the Program <br />Deadline for Half Price Water Connection Fees to July 31, 2022 with the inclusion of <br />additional discussion of the program deadline at the second meeting in June to consider <br />whether to continue the program. Council Member Koski accepted Council Member <br />Mosher’s friendly amendment. All in favor. Motion carried. <br /> <br />Administrator Statz stated that if a business were to receive half-priced water connection fees, <br />connection would need to be immediate. Mayor Love stated that pre-payment of fees is not <br />allowed. Council Member Koski stated that pro-rated fees are not allowed. <br /> <br />Page 5 of 12 <br /> <br /> <br />
