City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br /> <br />Motion by Council Member Koski, and seconded by Council Member Mosher to Approve <br />that businesses must connect to Municipal Water Immediately to be Eligible for Discounted <br />Fees. All in favor. Motion carried. <br /> <br />3. Old Mill Estates Boardwalk Engineering Proposal <br /> <br />Administrator Statz stated that Council has discussed this item previously. He stated that it has <br />been discussed that a boardwalk be constructed through the wetlands of the Old Mill Estates, at <br />the owner’s expense net of construction of bituminous trail by the developer, rather than the <br />proposed close proximity to Mr. Palmer’s home. Administrator Statz stated the next step in the <br />process is to have engineering documents drawn up and bids taken. He stated that he is requesting <br />that Council consider approval of what is in the packet, but to include a contingency that staff seek <br />preliminary bids at minimal engineering costs. City Administrator Statz will seek detailed bids if <br />preliminary estimates prove feasible. City Administrator Statz clarified that there would be no <br />impact to the wetlands and a no loss certificate could be issued. <br /> <br />Council Member Koski was concerned with the price hike in materials and suggested a possible <br />community project. <br /> <br />Administrator Statz stated the City would take ownership and maintain it, but will not be <br />responsible for plowing it in the winter. The next step is to present preliminary bids to the <br />homeowner. <br /> <br />Council Member King questioned whether all trail easements are the same. Administrator Statz <br />stated all easements are treated differently and clarified the City will not spend the city’s money <br />without the homeowner, Mr. Palmer’s monetary contribution. <br /> <br />Motion by Council Member Lakso, second by Council Member Koski, to Approve Old Mill <br />Estate Boardwalk Engineering Proposal Contingent on a Phased Approach that Would <br />Allow for Preliminary Bids. A roll call vote was taken. Council Members King, Koski, Lakso <br />and Mosher voted in favor. Mayor Love opposed. Motion carried (4/1). <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #21-XX – Adopting Delinquent Utilities, Garbage/Recycling and Nuisance/City <br />ththstrd <br />Abatement Services, Etc. (4-6 Billing Cycles of 2020 & 1-3 Billing Cycles of 2021 <br />(Utilities & Garbage/Recycling) & Nuisance/City Abatement, Etc. Through <br />November 2021. Such Amounts will be Assessed to Parcel Identification Numbers <br />Through County Property Tax Statements Payable to 2022 <br /> <br />This item was previously discussed under Public Hearings. <br /> <br />2. 2050 & 2070 Main Street Applications <br />a.
