Consider Improvements to Old Mill Road <br /> <br />City Administrator Larson indicated that this matter was tabled at the last meeting to <br />allow time to work with the neighbors and noted that permitting with Rice Creek <br />Watershed is an issue that will affect timing and price. <br /> <br />Engineer Statz provided information for Council from Burschville Construction with <br />pricing and a copy of the draft Change Order for Old Mill Road. <br /> <br />Engineer Statz indicated that construction costs are estimated to be $265,000 if done this <br />year. If done in 2007 it would be an additional $35,000 and the soft costs are listed <br />below for clarity. <br /> <br />Engineer Statz indicated that they visited the site and looked at the report drawing and are <br />not operating on full site plans so they wrote out what they are expecting for the price <br />quoted. <br /> <br />City Administrator Larson indicated that the $344,000 compares to the $314,000 so it is <br />$30,000 higher than estimated. <br /> <br />Engineer Statz clarified that the $344,000 includes the soft costs so it is comparable to the <br />amount of $314,000 that was thought to be the project cost at the last meeting. <br /> <br />Engineer Statz suggested that the additional $30,000 would be redistributed to benefiting <br />properties based on the assessment formula agreed to. <br /> <br />Engineer Statz indicated that there is an issue with Watershed District permitting but Rice <br />Creek permitting can take longer than the time allowed so Staff asked for a way to move <br />through the permitting process with a contingency permit and providing a surety for <br />building the pond, if necessary. He then said that Rice Creek staff said that they do not <br />have an issue with it but have been burned on allowing this type of thing in the past so <br />the RCWA Board would be hesitant to do it. <br /> <br />Engineer Statz said the City would need to show that it is possible to do this by showing <br />flood plain, contours, wetland delineation that prove we can put the pond where it is <br />shown to be and the second thing is that there are no rights to the land where the pond is <br />shown so there would need to be an easement for that pond so it may be possible <br />providing these items are available to them. <br /> <br />Council Member Lee asked for Mr. Hanzal’s comments on the project. <br /> <br />Mr. Hanzal said he would provide an easement for the ponding but he does not want to <br />take all the additional costs on himself and he would like to see what his neighbors have <br />to say regarding the project. <br /> <br />Page 4 of 8 <br />
