The Comp Plan denotes as a policy, that <br />"...trail(s)...provide interconnection of...commercial nodes... and existing and future <br />community neighborhoods... ". <br />Several potential trail segments are shown in red, on the attached maps. The blue line on <br />the figures is a future trail to be constructed on the east side of 21st Ave. by Lino Lakes. <br />Retail locations, south of Main Street at 21st Avenue might be more easily accessible with <br />the red and blue segments constructed, especially for neighborhoods in the south part of <br />the city. The safety of crossings at 20th Avenue and Fairview and/or 20th Avenue and <br />Commerce Drive would need to be considered along with the safety issues associated <br />with these trail segments crossing industrial driveways and parking lot entrances. <br />The Committee should weigh the benefits and risks of providing these trail connections. <br />The trails would be constructed at no cost to the city and would not reduce the amount of <br />Park Dedication fees paid. <br />Additional Amenities <br />The Planning Commission will be considering whether or not to complete this <br />development as a Planned Unit Development (PUD). The PUD process allows a given <br />and take to occur between developer and city in order to make the best end product for <br />both parties. As a trade-off for some normally required elements of the development, the <br />developer may be willing to construct off -site improvements or offer additional cash <br />payments to the Park Dedication Fund. <br />The Committee should consider whether there are offsite improvements that may make <br />sense for this development to complete or whether additional cash payments to the Park <br />Dedication Fund would be an acceptable form of partnership. <br />Staff Recommendation <br />Staff's recommendation is: <br />• The city should decline a land dedication with the project and, instead, accept <br />Park Dedication Fees as outlined on the city's fee schedule. <br />• The city should require the construction of the Fairview Street east -west <br />connection between 20th Avenue and 21st Avenue. <br />• As a part of the PUD negotiations, the city should accept additional Park <br />Dedication funds as a public benefit. <br />Sincerely, <br />r 1 <br />Mark R.
