Evaluation Criteria <br />City staff will evaluate proposals based upon the following criteria: <br />1. Proposed fee schedule (use the included tables) <br />2. Qualifications of Contractor, including experience operating similar programs for municipalities <br />3. References from municipalities with similar programs <br />4. Marketing material examples provided <br />Deadline: Proposals must be submitted no later than January 26th, 2021 at 4:00 PM. <br />Request for Proposals <br />Background <br />The City of Lino Lakes EAB response plan includes proactive removals of boulevard ash trees, <br />replacement of these trees with a diverse mix of species, and insecticide injections that allow us <br />to stagger removals over time. There are currently 317 boulevard ash trees remaining. Our goal <br />is to treat 100 trees per year until there are less than 200 remaining, followed by treating half of <br />the remaining trees each year until we have removed and replaced them all. <br />The City currently utilizes City staff to treat boulevard ash trees. With increasing levels of <br />infestation apparent throughout Lino Lakes, it has become critical that we hit our target of 100 <br />trees treated per year. Some or all of these treatments may continue to be performed by City <br />staff, but it is also possible that we may need supplemental assistance in order to meet our <br />treatment goals. The number of treatments performed by the contractor on trees in public <br />space during a given year could range from 0-100 trees. <br />Another goal of this program is to provide a stream -lined process for residents seeking injections <br />to protect their privately -owned ash trees. There is currently no program in place for providing <br />treatments for private trees. <br />PROPOSER INFORMATION <br />Company Details <br />A proposer must be a properly insured, respected, financially viable company that has been in <br />business for at least five (5) years, with at least three (3) years of experience performing plant <br />health care or injection treatments for local units of government or other public agencies. There <br />must be at least one ISA certified arborist available to supervise the program and the application <br />crew(s). All members of the application crew must be licensed commercial pesticide applicators. <br />
