These items are <br />not needed from a capacity perspective, but could help improve safety, reduce conflicts, and/or <br />overall site efficiency. Further discussion with project stakeholders would be needed to determine if <br />any of these should be incorporated as part of an area wide plan or in combination with other <br />developmentin the area. <br />1)Signal Timing Optimization ‘ the capacity analysis does not indicate a need to retime any traffic <br />signals within the study area. However, coordination with MnDOT should occur to review the <br />analysis and study findings. <br />stst <br />2)MainStreet/ 21Avenue (South Approach) ‘ with the projected increase in traffic along 21 <br />st <br />Avenue, the addition of a median along 21Avenue from Main Street for approximately 150 feet to <br />the south should be considered. This would restrict the Mobil Gas Station and ADL Auto Repair & <br />Service driveways to right-in/right-out, but also help reduce potential conflicts and queues from <br />impacting Main Street and would generally improve traffic flowin this area. <br />st <br />3)21Avenue (Main Street to Commerce Drive) ‘ this segment is currently a 2-lane undivided <br />roadway, while the segment south of Commerce Drive is a 3-lane facility.The segmentbetween <br />Main Street and Commerce Drive could be upgraded to a 3-lane facility to provide continuityand <br />additional capacity to support remaining development opportunities in the area. <br />th <br />4)Southbound Left-Turn Lanesalong 20Avenue ‘ the capacity analysis does not indicate a need <br />th <br />for southbound left-turn lanes along 20Avenue at Commerce Drive or Fairview Steet since most <br />st <br />site generated trips will use 21Avenue to access I-35E. However, coordination with Anoka <br />County should occur to review the analysis and study findings. <br />5)Site Plan Improvements ‘ A preliminary review of the proposed site plan does not indicate any <br />major issues. However, the following items should be considered: <br />a.Locate signage and landscaping to avoid creating any sight distance issues. <br />st <br />b.Convert the South Access along 21Avenue to exit onlyto help reduce potential internal van <br />st <br />conflicts, while also reducing potential conflicts along 21Avenue with the adjacent <br />Distribution Alternative, Inc. driveway. <br />c.Coordinate with City staff to identify any multimodal (i.e., sidewalk or trail) improvements along <br />st <br />Fairview Street or 21Avenue adjacent to the site. <br />st <br />6)On-Street Parking ‘ no on-street parking is expected to be needed along 21Avenue or Fairview <br />Street, although corresponding Žno-parking signage could be added for reinforcement. <br />ST <br />21AVENUE EXTENSION(TO CEDAR STREET) <br />st <br />As noted earlier, there has been discussion about the future extension of 21Avenue to connect with <br />Cedar Street.A preliminary review of the existing traffic volumes along Cedar Street indicates that <br />approximately 300 to 450 vehicles per day from the adjacent residential neighborhood may divert to <br />st <br />21Avenue if this extension were implemented. Given the projected daily traffic volumes along <br />st <br />21Avenue are approximately 3,750 vehicles per dayunder 2024 build conditionsand a planning <br />level capacity of approximately of 8,000 to 10,000 vehicles per day (i.e., for a 2-lane urban facility), this <br />extension is not expected to create any capacity issues. However, further discussion with area <br />stakeholders should occur regarding mixing commercial and residential traffic, which would likely <br />st <br />occur if 21Avenue were extended. <br /> <br />
