Project BanjoTraffic StudyMarch 2, 2022 <br />Page 13 <br />SUMMARY <br />The following study conclusions and recommendationsareoffered for consideration. <br />1)All study intersections currently operate at an overall LOS B or better during the a.m., midday (10 <br />to 11 a.m.), and p.m. peak hours. <br />2)Traffic forecasts were developed for year 2024 conditions (i.e., one (1) year after opening). <br />a.An annual growth rate of oneand a half(1.5) percent was applied to the existing peak hour <br />and daily traffic volumes to develop year 2024 background forecasts. <br />b.The proposed development is expected to generate 10 a.m. peak hourtrips, 430 midday peak <br />hourtrips, 120 p.m. peak hourtrips, and 1,935 daily trips. <br />3)Under year 2024 build conditions, all study intersections are expected to operate at an overall <br />LOS C or better during the a.m., midday (10 to 11 a.m.), and p.m. peak hours; therefore, no <br />infrastructure changes are needed from an intersection capacity perspective. <br />4)The following other considerations were identified for further discussion: <br />a.Coordinatewith MnDOT to review the analysis and study findings and determine need for <br />signal timing optimization. <br />st <br />b.Provide a median along 21Avenue from Main Street for approximately 150 feet to the south. <br />st <br />c.Upgrade 21Avenue between Main Street and Commerce Drive to a 3-lane facility. <br />d.Coordinate with Anoka County to review the analysis and study findings and determine need <br />th <br />for southbound left-turn lanes along 20Avenue at Commerce Drive and Fairview Street. <br />e.Locate signage and landscaping to avoid creating any sight distance issues. <br />st <br />f.Convert the South Access along 21Avenue to exit only. <br />g.Coordinate with City staff to identify any multimodal (i.e., sidewalk or trail) improvements along <br />st <br />Fairview Street or 21Avenue adjacent to the site. <br />stst <br />5)Extension of 21Avenue to Cedar Street would increase traffic volumes along 21Avenue by <br />approximately 300 to 450 vehicles per day; this extension is not expected to create any capacity <br />issues but further discussion with area stakeholders should occur regarding mixing commercial <br />and residential traffic. <br /> <br />
