Centerville 2040 Comprehensive Plan <br /> <br /> <br />The dedication of land should be based upon net developable land. Wetlands and other <br />unbuildable land may be included in a land dedication, but only in excess or in addition to the <br />minimum developable land requirement. In other subdivisions, the developers will be required <br />to make payments in lieu of land dedication. The City will not accept the dedication of park land <br />in developments where parks are not planned. <br />Funds received from payment in lieu of park land dedication will be placed in a separate fund <br />designated for park land acquisition and improvements. The dedication formula required in the <br />subdivision regulations will be determined by the City's Capital Improvements Program, park <br />development plans and strategy for needed park land and park improvements. <br />R EGIONAL P ARKS <br />The Rice Creek Chain of Lakes Regional Park Reserve, located in the northwestern corner of the <br />City, has an overall land area of 4,400 acres, of which 149 acres are within Centerville's City <br />limits. A master plan for the Rice Creek Chain of Lakes Regional Park was recently adopted by <br />Anoka County. The Regional Park Reserve accounts for 9.6% of the acreage of Centerville. This <br />regional asset is shown on the CityÔs Parks and Trails Plan. The Metropolitan Council's <br />classification as a regional park reserve requires that 80% of its land area must remain in a <br />natural state. Existing facilities within the Regional Park Reserve are picnic areas, parking, boat <br />launches, canoe launches, fishing pier, campgrounds, nature center, heritage lab, a prairie <br />restoration project, cross country ski trails, a swimming beach with bathhouse/restroom, <br />playground and drinking fountain, and Chomonix Golf Course. <br />The City recognizes the value of the park reserve as a resource to the region and the City and <br />will continue to take measures to insure protection of the reserve from adverse impacts of <br />development. <br />R EGIONAL T RAILS <br />The City is fortunate to have two regional trails within its municipal boundary. These trails are <br />the Bunker Hills-Chain of Lakes Regional Trail and the Central Anoka Regional Trail. <br />The Bunker Hills-Chain of Lakes Regional Trail includes segments that are open to the public as <br />well as planned segments that will be developed in the future. The regional trail travels through <br />Blaine and Lino Lakes as it connects Bunker Hills Regional Park, Rice Creek North Regional Trail <br />and Rice Creek Chain of Lakes Park Reserve. <br /> <br /> Page 69 <br /> <br /> <br />
