The City of Centerville's goal is to offer a preferred vendor to our residents to provide education and reduced rates for insecticide injections for treatment of those trees that will remain viable to continue growth. With increasing levels of infestation apparent throughout our community, it has become critical that the City assist residents with this issue in fashion possible to stream -line the process for residents seeking injections to protect their privately -owned ash trees and offering them education regarding possible infestation and ramifications. The City currently has no program in place for providing treatments for trees on private property. PROPOSER INFORMATION Company Details A proposer must be a properly insured, respected, financially viable company that has been in business for at least five (5) years, with at least three (3) years of experience performing plant health care or injection treatments for local units of government or other public agencies. There must be at least one ISA certified arborist available to supervise the program and the application crew(s). All members of the application crew must be licensed commercial pesticide applicators. Each proposer must provide a list of three (3) municipal or public agency references. Tree inspections Tree inspections shall be performed prior to recommending treatment to residents. These inspections must be performed by a person who is at minimum, a Certified MN Tree Inspector or an ISA Certified Arborist. Individuals recommending treatment must be qualified to identify emerald ash borer in the field and have experience evaluating tree condition, particularly as it relates to determining which trees are suitable candidates for injection and which are not. Treatment of trees exhibiting the following conditions must be noted and reported to the City upon inspection, treatment or none treatment: • More than 30% canopy decline • Signs of severe decay in trunk or major branches • Major cracks in trunk or major limbs
