City of Centerville <br />Council Meeting Minutes <br />April 27, 2022 <br />Fire Steering Committee – Council Member Koski stated the Committee <br />increased the retirement benefit from $6,000/year per year of service to <br />$7,500/year per year of service which would assist in recruitment, retention <br />and being competitive. He reported that the budget was a 44% for salaries <br />and there was hope that the line item would stabilize throughout the year. <br />He also stated that the Committee discussed and adopted a vehicle take <br />home policy and thanked Battalion Chief Matt Montain for his diligence in <br />applying for grants. He reported that Chief Ratka is acting as Interim until <br />the position can be filled. He stated that a retirement party would be held <br />on Friday at the SBM Station #3 in Blaine for retiring Chief Smith. <br />Administrator Statz stated that a MOU was signed for the EMT Training <br />Program from the Centennial Fire District. He stated that both the Police <br />Department and Fire District staff would receive training free of charge. <br />Mayor Love had concern with the budget overage for salaries for the first <br />quarter and was there a reason and was it anticipated that it would decrease. <br />Administrator Statz stated that it was due to Duty Crews and in this case our <br />own paid-on-call staff and plan is to have four (4) personnel and three (3) <br />are from the Spring Lake Park, Blaine, Moundsview Department at 25% of <br />the salary and what is over, are individuals filling the fourth position at 30- <br />35 hours a week with the shifts being filled. He stated that there has been <br />difficulty filling these positions in the past, but that attitude has changed and <br />the Committee will be looking at reducing that through the upcoming <br />quarters. <br />c. King – <br />Economic Development Authority – Council Member King stated that <br />discussion was had regarding slightly modifying the Business Loan/Grant <br />Policy regardingfunding of signageand release of reimbursement, that they <br />discussed a new tool called Opportunity Fund that would be discussed with <br />Council, Holiday decorations for the downtown light poles and lighting for <br />City Hall and the tree in front of City Hall, purchasing “Swag Bags” similar <br />to last year, a request from the Parks & Recreation Committee was brought <br />forward by Committee Member Akpan to partner in an event sponsored by <br />the Centennial Community Education Department called “Trunk and Treat” <br />5K Halloween Run. <br />Fire Steering Committee – Council Member King stated that Council <br />Member Koski would provide the report for this item. <br />d. Mosher – <br />Economic Development Authority – Council Member Mosher stated that <br />Main Street Market has interest and continues to expand. <br />Mayor Love asked about the CenterStage Program. Assistant City <br />Administrator Lewis stated that Ms. Michelle Koch, Main Street Marketers <br />would be attending the next meeting to discuss the program and input from <br />Page 6 of 7 <br /> <br />
