CITY OF CENTERVILLE <br />REQUEST FOR <br />COUNCIL ACTION <br />Agenda Item # Department: Requested Council Meeting Date: <br />June 8, 2022 <br />Administration <br />IX.4 <br />TITLE OF ISSUE: <br />Review of Water Hook-up Ordinance <br />BACKGROUND AND SUPPLEMENTAL INFORMATION: <br />Several years ago, city code related to mandatory water hook-ups was changed from using a sunset date, by <br />which all homes needed to connect, to utilizing an event trigger-based system. The 3 events are: failure of the <br />well, substantial addition to the home and sale of the home. This new ordinance language has worked relatively <br />well and has resulted in a number of new hook-ups. However, in the downtown area, the enforcement of this <br />ordinance is raising some questions about what is best for the city. Given the desire to redevelop properties in <br />the downtown, forcing water hook-ups upon sale is disincentivizing investors from assembling properties for <br />that purpose. We end up with a situation where we are forcing an investor to pay upwards of $20,000 to hook <br />up a blighted structure to city water, despite their intention to tear it down and redevelop the site within a few <br />years.
