2) The addition of a memory care facility in this location benefits the general welfare <br />of the neighborhood and City. <br />3) The proposed design of this memory care facility meets the City's expectation for <br />high quality, durable building materials is reasonable to protect the investment <br />and character of its business districts. <br />4) The proposed Atlas Villas Memory Care facility is required to operate pursuant to <br />licensure granted by the State of Minnesota and Anoka County. The facility has <br />not yet obtained that licensure. The City's expectation is that the facility will <br />comply with applicable law, regulation, and licensure necessary to operating the <br />facility, as well as additional operating conditions set by the City which are <br />reasonable to ensure that the facility is not an undue burden on public emergency <br />services. <br />S) Memory care and assisted living facilities similar to the proposed facility can be <br />associated with an increased number of calls for emergency public safety <br />services. This type of patient population has greater needs for medical services <br />and are at a greater risk for injury. <br />6) The applicant proposes to operate a 16-unit senior living/memory care facility. The <br />relatively small size of this facility means the business model will employ less staff <br />than would a larger facility. With less staff at the facility to address patient matters, <br />the facility's staff may need to call 911 for support. Any assisted living facility will <br />proportionally increase calls for emergency services simply due to the type of <br />patient population served by these facilities. However, the City is concerned with <br />the potential for increased costs for emergency services it 911 calls were used to <br />supplement the applicant's facility staffing. <br />7) It is reasonable for the City to place operating conditions on the facility to ensure <br />that an increase in the City's emergency services budget due to this facility is the <br />responsibility of the applicant, and not the City. <br />8) The State will review and approve the applicant's operating policies and <br />procedures during its licensure approval process. The applicant stated that <br />process will likely occur at some point during the next year. After that process is <br />complete, the City will know the applicant's State -mandated operating policies <br />and procedures. Moreover, the City may gain valuable insight into the applicant's <br />operations as a result of the State's process. The City should use information <br />gained from the State's licensure process to augment its decision -making related <br />to the applicant's future request for a Conditional Use Permit. However, it would <br />be premature for the City to grant a Conditional Use Permit until the facility's <br />licensure process is complete and the City can fully investigate and define <br />conditions related to the facility's use of emergency services. <br />9) Granting an Interim Use Permit until the facility's licensure process is complete will <br />allow the applicant to move forward with development of the property. <br />4 <br />
