(B) Establishment and Composition. A Personnel Board is hereby established and shall consist of two <br />members of the City Council and the City Attorney. The Board is an ad hoc board of the Council, and <br />the other provisions of this chapter shall not apply to its operations and duties. The Board shall convene <br />only when necessary to fulfill its duties. <br /> <br />(C) Duties. The Personnel Board shall have the responsibility to: <br /> <br />(1) Evaluate the work performance of the City Administrator; report same and make appropriate <br />recommendations to the Council; <br /> <br />(2) Examine employment related activities and policy questions in order to make recommendations <br />to the Council; <br /> <br />(3) Assist with union contract negotiations; and, <br /> <br />(4) Make recommendations to the Council for the hiring, termination or suspension of any <br />Department Head or City Administrator. The Board may take interim action to suspend any <br />Department Head or City Administrator for violating the law as it relates to employment or <br />criminal behavior, dereliction of duty, or other employment infractions effective until the next <br />Council meeting when they may affirm, modify or rescind the suspension. <br /> <br />(D) Notice and Reporting. All members of the Council shall be notified when the Board convenes. When <br />advance notice is not practical, notice shall be given within one business day of convening. Notice shall <br />include stating the reason and purpose for convening. The Board shall report its meetings and findings to <br />the Council. Notice and reporting shall be consistent with the Minnesota Data Practices Act and other <br />applicable law. <br />Ord. 2d #86, adopted 06/14/2017. <br />22 tğŭĻ <br /> <br />
