(A) Interferes with state designated water uses; <br /> <br />(B) Obstructs or causes damage to public waters; <br />(C) Changes water color, odor, or usability as a drinking water source through causes not attributable <br />to natural stream processes affecting surface water or subsurface processes affecting <br />groundwater; <br /> <br />(D) Adds an unnatural surface film on the water; <br /> <br />(E) Adversely changes other chemical, biological, thermal, or physical condition, in any surface <br />water or stream channel; <br /> <br />(F) Degrades the quality of ground water; or <br /> <br />(G) Harms human life, aquatic life, or terrestrial plant and wildlife. <br /> <br />POLLUTANT includes but is not limited to dredged soil, solid waste, incinerator residue, garbage, <br />wastewater sludge, chemical waste, biological materials, radioactive materials, rock, sand, dust, <br />industrial waste, sediment, nutrients, toxic substance, pesticide, herbicide, trace metal, automotive fluid, <br />petroleum-based substance, and oxygen-demanding material. <br />POLLUTE. To discharge pollutants into public waters. <br /> <br />POLLUTION. The direct or indirect distribution of pollutants into public waters. <br /> <br />PRETREATMENT. The process of reducing the amount of pollutants, eliminating pollutants, or <br />altering the nature of pollutant properties in wastewater to a less harmful state prior to or in lieu of <br />discharging or otherwise introducing the pollutants into the cityÓs wastewater disposal system. The <br />reduction, elimination or alteration may be obtained by physical, chemical or biological processes, <br />process changes or other means, except by dilution. <br />PRIVATE WATER. (aka Private water system) Where the water supply to a structure is from a source <br />other than the public water system. <br /> <br />PRIVATE SEWER. (aka Private sewer system) Where sanitary wastewater discharged from a structure <br />goes into a system other than the public sewer system. <br /> <br />PUBLIC WATER. (aka Public water system) A municipal system for the distribution of water intended <br />for human consumption. <br /> <br />PUBLIC WATERS. Waters of the state, as defined in Minn. Stat. Sec. 103G.005(15). <br />State designated water uses. Uses specified in state water quality standards. <br /> <br />PUBLIC WORKS DIRECTOR.
