PUBLIC SEWER. (aka Public sewer system) A sewer intended to carry only wastewater from general <br />municipal users and industrial plants together with minor quantities of ground, storm and surface waters <br />that are not admitted intentionally. <br />SANITARY SEWER. A sewer intended to carry only wastewater from general municipal users and <br />industrial plants together with minor quantities of ground, storm and surface waters which are not <br />admitted intentionally. <br />SERVICE. Providing a particular utility to a customer or consumer. <br /> <br />SEWER SERVICE CHARGE. The aggregate of all the charges including the user charge, debt service <br />charges and other sewer related charges that are billed periodically to users of the city facilities. <br /> <br />STATE DISPOSAL SYSTEM (SDS) PERMIT. Any permit (including any terms, conditions and <br />requirements thereof) issued by the MPCA pursuant to M.S. § 115.07 for a disposal system as defined <br />by M.S. § 115.0l, Subdivision 8. <br />STORM SEWER OR STORM DRAIN. A drain or sewer intended to carry stormwater, surface runoff, <br />ground water, drainage and unpolluted water from any source. <br />STORM SEWER SYSTEM. A conveyance or system of conveyances that is owned and operated by the <br />city or other entity and designed or used for collecting or conveying stormwater. <br />STORMWATER. Defined under Minnesota Rule 7077.0105, subpart 41(b), and means precipitation <br />runoff, stormwater runoff, snow melt runoff and any other surface runoff and drainage. <br />SURFACE WATERS. All public waters other than ground waters, which include ponds, lakes, rivers, <br />streams, tidal and nontidal wetlands, public ditches, tax ditches, and public drainage systems except <br />those designed and used to collect, convey, or dispose of sanitary sewage. <br /> <br />SUSPENDED SOLIDS (SS) OR TOTAL SUSPENDED SOLIDS (TSS). The total suspended matter <br />that either floats on the surface of or is in suspension in water, wastewater or other liquids, and is <br />removable by laboratory filtering as prescribed in ÐStandard Methods for the Examination of Water and <br />Wastewater,Ñ latest edition, and referred to as non-filterable residue. <br /> <br />USER. Any person who discharges or causes or permits the discharge of wastewater into the cityÓs <br />wastewater disposal system. <br /> <br />USER CHARGE. A charge levied on users of city facilities for the cost of operation, maintenance and <br />replacement of the facilities. <br />UTILITY. All utility services, whether the same be public city-owned facilities or furnished by public <br />utility companies. <br /> <br />WASTEWATER. The liquid and water-carried industrial or domestic wastes from dwellings, <br />commercial buildings, industrial facilities, and institutions, together with any ground water, surface <br />33 tğŭĻ <br /> <br />
