within thirty-days, or in the event of a public emergency, the city may enter the property, seal the <br />well, and assess the parcel for the cost of sealing the well and any associated expenses incurred <br />by the city. <br /> <br />(a) Wells may only be sealed or tested by a licensed contractor or by the Minnesota <br />Department of Health. <br /> <br />(b) It is deemed a public emergency in the event that a private well is suspected of <br />contaminating the public water supply. During such an emergency the city may seal a <br />well without notice to the owner of the parcel. <br /> <br />(c) The city may apply to a Court of competent jurisdiction for a warrant to enter private <br />property to inspect, test, or seal a well or well boring. <br /> <br />(F) Water Supply Restrictions <br /> <br />(1) Restricted hours for sprinkling. Lawn and garden watering is prohibited between the hours of <br />10:00 a.m. and 6:00 p.m. every year from May 1 through September 1 for all addresses on all <br />days. This section shall apply only to those residents and water source is connected to the city <br />water system. Use of private wells is exempt from this section. <br /> <br />(a) New lawn sod and/or lawn seed is exempt for two weeks after installation; residents may <br />water both odd and even days with no watering from 10:00 a.m. to 6:00 p.m. <br /> <br />(b) Residents whose address ends in an even number may water their lawns and gardens <br />before 10:00 a.m. and after 6:00 p.m. only on even-numbered days, and residents whose <br />address ends in an odd number may water their lawns and gardens before 10:00 a.m. and <br />after 6:00 p.m. only on odd-numbered days. <br /> <br />(2) Water Supply Emergencies. In the event of emergencies affecting the CityÓs ability to supply <br />water as identified in the City ÐWater Emergency and Conservation Plan,Ñ the City <br />Administrator is authorized to implement water use restrictions and demand reduction measures <br />as identified in such Plan. <br /> <br />(G) Private fire hose connections. Owners of structures with self-contained fire protection systems may <br />apply for and obtain permission to connect the street mains with hydrants, large pipes, and hose <br />couplings, for use in case of fire only, at their own installation expense and at such rates as the Council <br />may adopt by resolution as herein provided. <br /> <br />(H) Opening hydrants. It is unlawful for any person, other than members of the Fire Department or other <br />person duly authorized by the city, in pursuance of lawful purpose, to open any fire hydrant or attempt to <br />draw water from the same or in any manner interfere therewith. It is also unlawful for any person so <br />authorized to deliver or suffer to be delivered to any other person any hydrant key or wrench, except for <br />the purposes strictly pertaining to their lawful use. <br /> <br />(I)Temporary connection to fire hydrants. A temporary connection to a fire hydrant may be made subject <br />to a permit issued by the city. The permit shall indicate the hydrant to be used and none other. The <br />41 ΋tğŭĻ <br /> <br />
