applicant shall pay a deposit to guarantee payment for the water used and for damage to the meter and <br />hydrant, which shall be refunded upon expiration of the permit, less charges for water used and the cost <br />of repair of damages, if any. The user shall relinquish the hydrant in case of emergency upon demand of <br />the city. The user shall pay a rental charge as set by City Council resolution for each day including <br />Sundays and legal holidays, and a fee as set by City Council resolution for each 1,000 gallons of water <br />used. <br />(J) Unmetered service. Unmetered service may be provided for construction, flooding skating rinks and <br />any other purpose. The service shall be at a duly adopted rate. Where it is difficult or impossible to <br />accurately measure the amount of water taken, unmetered service may be provided and the unmetered <br />rate applied; provided, however, that by acceptance thereof the consumer agrees to have the city <br />estimate the water used. In so estimating, the city shall consider the use to which the water is put and <br />the length of time of unmetered service. <br /> <br />(K) Code requirement. All piping, connections and appurtenances shall be installed and performed strictly <br />in accordance with the Minnesota Plumbing Code. Failure to install or maintain the same in accordance <br />therewith, or failure to have or permit required inspections shall, upon discovery by the city, be an <br />additional ground for termination of water service to any consumer. <br /> <br />(L) Connection fees. Service shall be furnished only after proper application has been made and connection <br />fees paid in full. <br />Ord. 2d #26, amended 12/10/2008, Ord. 2d, #51, amended 10/26/2011 <br /> <br />§ 51.10 RULES AND REGULATIONS RELATING TO SEWERAGE SERVICE. <br /> <br />(A) Purpose and regulations. <br /> <br />(1) The purpose of this section is to regulate the use of municipal sewers, protect the ground water, <br />streams and other waters from the introduction of inadequately treated waste, and to prevent or <br />control the introduction of pollutants into the wastewater disposal system which will interfere <br />with the operation of the system, the use or disposal of the sludge, or will pass through the <br />system inadequately treated into receiving waters or the atmosphere or otherwise be <br />incompatible with the system. <br /> <br />(2) This section shall apply to all users. <br /> <br />(B) (DELETED Ord. 2d 91, as amended 09/26/2018.) <br /> <br />(C) Wastewater discharge and use of sewer s. <br /> <br />(1) Wastewater discharge to natural outlet.
