actual or threatened discharge which presents or may present an imminent or substantial <br />endangerment to the health or welfare of persons, to the environment, or to the wastewater <br />disposal system. Any user notified of a suspension of the wastewater treatment service and/or <br />the wastewater discharge permit shall immediately stop the discharge. In the event of a failure of <br />the user to comply voluntarily with the suspension order, the city shall take the steps as deemed <br />necessary, including immediate severance of the sewer connection, to prevent or minimize <br />damage to the wastewater disposal system or endangerment to any individuals. The city shall <br />reinstate the wastewater discharge permit and/or the wastewater service upon proof of the <br />elimination of the noncomplying discharge. A detailed written statement submitted by the user <br />describing the causes of the slug or accidental discharge and the measures taken to prevent any <br />future occurrence shall be submitted to the city within 15 days of the date of occurrence. <br />(D) Permits and special user requirements. <br />(1) Sewer connection permit required. It is unlawful for any person to uncover, make any <br />connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof <br />without first obtaining a written permit from the city. Any new connection(s) to the sanitary <br />sewer system shall be prohibited unless sufficient capacity is available in all downstream <br />facilities including, but not limited to, capacity for flow, BOD5, and suspended solids, as <br />determined by the city. Connections to the sanitary sewer shall be gas-tight and water-tight to <br />prevent the inclusion of infiltration/inflow. <br /> <br />(2) Maintenance and ownership of private sewer service pipes and facilities. It is the responsibility <br />of the user or owner to maintain the sewer service pipe from the property line into the house, <br />building or other point of initial collection. All sewer pipes, monitoring facilities, pretreatment <br />facilities and other private sewer system works shall be installed and maintained in good <br />operating condition at the userÓs sole expense. <br /> <br />(3) Industrial discharge permits. All significant industrial users, or other industrial users which may <br />have a significant effect as determined by the city, proposing to connect or to commence a new <br />discharge to the wastewater disposal system shall obtain a wastewater discharge permit before <br />connecting to or discharging into the wastewater system. All existing significant industrial users <br />or industrial users subject to federal pretreatment standards under § 307 (b) and (c) of the Act <br />connected to or discharging into the wastewater disposal system shall obtain a wastewater <br />discharge permit within 90 days after the effective date of this section. The permits may limit <br />the discharges by volume or wastewater constituents and may require pretreatment before <br />discharge into the city system. Industrial users requesting connection to the disposal system <br />shall complete and file with the city an application in the form prescribed by the city. <br /> <br />(4) Industrial user reports. The city may require that any industrial user discharging or proposing to <br />discharge wastewater into the wastewater disposal system file a periodic discharge report. The <br />discharge report may include, but not be limited to, nature of process, rates of flow, mass <br />discharge rate, production quantities, hours of operation, compliance status with any state or <br />federal pretreatment standards or other information which relates to the generation of waste, <br />including wastewater constituents and characteristics in the wastewater discharge. <br /> <br />45 tğŭĻ <br /> <br />
