City of Centerville
Council Meeting Minutes
May 25, 2022
Administrator Statz reviewed the Request for Council Action that was contain in their packets. He
stated that at the last council meeting, staff was asked to bring back additional information for the
improvements this summer. He stated that a large amount of the cost was associated with
engineering fees associated with the possibility that the southwest corner of the parking lot/pond
improvements would require wetland delineation. He felt that if was easier to include at this time
rather than leaving out with the possibility of it needing to be added later. Mayor Love asked if it
would be Rice Creek making the determination. Administrator Statz concurred.

Council Member King had questions regarding the landscaping portion that had been discussed
previously and Administrator Statz stated that the scope for landscaping was a little different, is
not a design and is more of a concept sketch scope. He explained that Council consensus was to
move forward with the parking lot and lighting; however, the landscaping scope needed additional
discussion as there were differing opinions which in turn would affect the costs estimates.

Discussion ensued regarding the estimates, the funding, waiting a period of time before completing
the project, the potential for cost increases, etc.

Motion by Council Member Koski, to approve the presented proposals for design work
associated with City Hall Campus Improvements and the Thin Overlay program.
Council Member Mosher asked if they were going to put the modifications in the motion or do we
not need to at this point.

Council Member Koski made a friendly amended to his original motion.

Motion by Council Member Koski, seconded by Council Member King to approve the
presented proposal for design work associated with City Hall Campus Improvements and
the Thin Overlay Program with the removal of 8.5 hours from Layout A (Design
Development (Schematic) Landscape Development as Administrator Statz could complete.
Council Member King asked if Council could split the motions per project/scope and Mayor Love
concurred.
Motion by Council Member Koski, seconded by Council Member King to rescind the motion.
Administrator Statz suggested a motion to approve the $37,700 street capital fund and $6,100 from
the general fund for parking lot, think overlay and lighting proposals respectively.

Motion by Council Member Koski, seconded by Council Member King to approve the
attached proposals for design work associated with City Hall Campus Improvements and
the Thin Overlay program to excluding $5,000 for landscape development.
