City of Centerville <br />Council Meeting Minutes <br />June 8, 2022 <br />lot improvements, explanation of a feasibility report and why it is required as part of the 429 <br />assessment process, the necessity of the project, its cost effectiveness, whether it is feasible, <br />estimated costs, required hearings, combining the two (2) project to obtain better bids and the time <br />frame for completion of the project <br />Motion by Council Member Koski, seconded by Council Member King to Approve <br />Resolution #22-017 – Ordering the Feasibility Report for the 2022 Thin Overlay and City <br />Hall Parking Lot Improvements as Presented. All in favor. Motion carried. <br />5. Review of Business Water Hook-up Assistance Program <br />Administrator Statz reviewed with Council the program that was established several years prior, <br />during COVID, in an attempt to assist businesses for connecting to municipal water. He stated <br />that the City’s water fund was healthy enough to withstand the continuation of the program and <br />that he felt that the program was a nice offering to businesses to invest in their properties. <br />Discussion ensued regarding the requirement of new business connections and their ability to take <br />advantage of the program, extension of the program only allows businesses not to connect until <br />next year or some other time in the future if the program continues to be extended, fees associated <br />with connection which most likely be in excess of $10,000, allowing additional time for existing <br />businesses to come up with the funding for connection and the Administrator’s knowledge of <br />businesses’ desire to connect. <br />Motion by Council Member Koski, seconded by Council Member Lakso to extend the <br />business water hookup program until the end of 2023. Council Members Koski, Mosher, <br />King, Lakso – Aye, Mayor Love – Nay. Motion carried (4/1). <br />6. Review of Water Hook-Up Ordinance <br />Administrator Statz stated that for many years the Code had a sunset date for connection to <br />municipal water, the date was extended many times and was not a good mechanism for <br />enforcement to connect. He stated that the current Code has three situations for required <br />connection: well failure, addition to the home or sale of the home not including family to family <br />member transactions or refinancing of a mortgage to the same owner. <br />Administrator Statz stated that the newer requirements for connection have worked well <br />throughout town with several sales and the required connection. He explained that within the <br />downtown area, where it is mixed use, the City is encouraging redevelopment of existing stock <br />and some individuals have purchased with that intent in the future. He stated that it not conducive <br />to require connection to the existing building if it will be torn down and rebuilt in the near future. <br />He reported that in two (2) instances, Council has allowed agreements for deferral of connection <br />with escrows being put in place to guarantee connection within a period of time. He also stated <br />that a third situation has arisen and suggested that Council may consider reviewing exceptions to <br />the Code for the downtown area with formal language for agreements. <br />Discussion ensued regarding staff direction, continuity of language for agreements and length of <br />deferral and bringing back a proposed policy for consideration. <br />Page 5 of 8 <br /> <br />
