City of Centerville <br />Council Meeting Minutes <br />July 27, 2022 <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the <br />Consent Agenda its 1, 2, 3, 7, 8 and 9, as presented. All in favor. Motion carried. <br />Item # 4 - Acting Mayor Koski stated that annually the City contributes to the Alexandra House <br />and thanked them for their services. <br />Item #5 - Acting Mayor Koski stated Ms. Linda Broussard-Vickers and Mr. Nick Twohy have <br />resigned from the Planning & Zoning Commission. He thanked them for many years of dedication <br />services. <br /> <br />Item #6 - Acting Mayor Koski stated two (2) candidates applied for the Planning & Zoning <br />Commission vacancies and Ms. Gloria Semmelink and Mr. Bruce Thompson were interviewed and <br />recommended for appoint to the Commission. He welcomed them. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King to Approve the <br />Agenda Items #4, 5 & 6, as presented. All in favor. Motion carried. <br />VIII.OLD BUSINESS <br /> <br />1. Request for Encroachment Agreement, 7227 Clear Ridge Î Raised Garden (Front <br />Yard.) <br /> <br />Administrator Statz stated that the resident at 7227 Clear Ridge has asked to table this request. <br />Administrator Statz stated that this item should have been removed from the agenda. <br />Brief discussion ensued regarding the item. <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Table the <br />Request for Encroachment Agreement, 7227 Clear Ridge Î Raised Garden (front yard). All <br />in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #22-0XX Î Assigning Special Assessment to Fund 353 <br />Finance Director DeJong reviewed the resolutions intent, stating that some bonds were <br />paid/refunded which were for street projects that had special assessment associated with them. He <br />requested that a transfer be made accounting for those to Fund 353 and apply the special assessment <br />fund to pay down additional bonds which would reduce the tax levy in the future. He stated that <br />there were approximately $80,000 of special assessments that remained outstanding and it was <br />discussed at the last budget meeting. He stated that without using this money, we would have to <br />increase the debt service levy. He stated that with this action, the debt levy budget line item would <br />be reduced by roughly $18,000. <br />Acting Mayor Koski asked whether this was acceptable practice and Finance Director DeJong <br />stated that if nothing was done, the funds would remain in the general fund and transfers would <br />Page 5 of 8 <br /> <br />
