City of Centerville <br />Council Meeting Minutes <br />July 11, 2022 <br /> <br />5. Encroachment Agreement, 1829 Houle Circle – Fence <br />6. Res. #22-0XX – Appointing Election Judges for the 2022 Primary & General Elections <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve Consent Agenda <br />with the handout associated with Item #6 as presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Res. #22-0XX – Approving the Plans and Authorizing Bidding for the 2022 City Hall <br />Parking Lot and Thin Overlay Street Improvements Project <br /> <br />Administrator Statz stated that the resolution approves the plan and allows for receiving bids for <br />the project. He stated that the bids would go out shortly. <br /> <br />Discussion ensued as to fixing/removing the speed bumps, problems with the infiltrations and <br />drainage between the ponds, seepage collars, lower the cost of storm sewers and the speed and <br />safety issues. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski, to approve Res. <br />#22-020 – Approving the Plans and Authorizing Bidding for the 2022 City Hall Parking Lot <br />and Thin Overlay Street Improvements Project, <br /> <br />Council Member King asked how the project would proceed with issues that were brought forward. <br />Administrator Statz stated that he would recommend proceeding forward with the project and if <br />necessity for additional repairs they be completed by a separate contractor. He stated that Public <br />Works Director Palzer would obtain a quote for repairs with receipt of them possibly prior to <br />receiving bids. <br /> <br />All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Request for Encroachment Agreement, 7227 Clear Ridge – Raised Garden (Front Yard) <br /> <br />Administrator Statz reviewed Mr. Grawe’s comments from earlier in the meeting and stated that <br />the Code addresses structures, fences and landscaping in the front yard and nothing regarding raise <br />garden beds. He stated that the Code address height of these structures not exceeding three (3) feet <br />and Mr. Grawe’s garden posts exceed that height. Administrator Statz stated that he believe the <br />raised garden fit the definition of a structure. <br /> <br />Lengthy discussion ensued regarding height, location of the proposed garden, utilities, materials, <br />structure versus raised garden, visual obstruction and City Code. <br /> <br />Motioned by Council Member Koski, seconded by Council Member Mosher, to Table the <br />Encroachment Agreement for 7227 Clear Ridge, <br /> <br />Council Member Mosher stated that he felt that the raised garden should be outside of the road <br />Page 4 of 6 <br /> <br /> <br />
