Memorandum <br /> <br /> <br />Date: October 20, 2022 <br /> <br />To: Honorable Mayor and City Council Members <br /> <br />From: Mark Statz, PE Î City Administrator/Engineer <br /> <br />Subject: Vacant Committee and Commission Seat Interview Process <br /> <br />Chapter 31 of the cityÓs code outlines the bylaws of the cityÓs Committees and <br />Commissions. This chapter applies to the Planning and Zoning Commission and Parks <br />and Recreation Committee. It does not apply to the Economic Development Authority <br />(EDA), which has its own set of bylaws. Within chapter 31, are two subsections which <br />detail who is eligible for appointment and how those appointments are made: <br />(B) Eligibility. Any resident of the city is eligible to apply as a Committee Member. This <br />individual is welcome to serve on one committee at a time. <br />(C) Appointments. <br />(1) Each member of the Committee will be appointed by the City Council via a <br />letter of interest submitted to the City Administrator. This letter will be <br />received by the City Administrator no later than November 1 of each year. <br />This same action will take place if a vacancy should happen. On an annual <br />basis, the City Administrator would ascertain those who desire to remain on <br />the Committee. <br />(2) Seven members shall be appointed to each City Committee. <br /> <br />A formal process for the vetting of those interested in serving on a committee is not laid <br />out in the city code, nor is it detailed in the EDAÓs bylaws. Neither the city or the EDA <br />has a formal, written policy on how this process should work. The following has been <br />our practice, when a committee has a vacancy: <br /> Post the vacancy on various outlets (website, social media, administrator reports, <br />newsletters and the reader board) for a reasonable minimum period of time <br />(usually 2 weeks). If there are no candidates at the end of the initial posting <br />period, the posting is left open until a candidate(s) come forward. <br /> Have the remaining committee members, from the committee with the vacancy, <br />conduct interviews of the candidate(s) during their next regular meeting. <br /> <br />
