City of Centerville <br />City Council Work Session & Meeting Minutes <br />September 28, 2022 <br />in favor. Motion carried. <br /> <br />nd <br />2. Ordinance Revisions (First Reading/Waive 2 Reading) Î Stormwater <br /> <br />Administrator Statz explained that the CityÓs most recent MS4 audit found that the CityÓs regulations <br />were in deficiency and needed to be updated. He explained that the City had 12 months to revise their <br />code and become in compliance. He requested that Council waive the second reading of the revisions as <br />the amendments were needed to be forwarded to the Pollution Control Agency in October. He reported <br />that the Planning & Zoning Commission held the public hearing and that the code is less restrictive, more <br />practical and acknowledges CentervilleÓs clay soils along with wellhead protection zoning and <br />raingardens. He also reported that MN Cities and lobbyists have worked hard on behalf of cities to make <br />changes to regulations. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Adopt the <br />Ordinance Revisions Î Stormwater as Presented. All in favor. Motion carried. <br /> <br />3. Ordinance Revisions (First Reading) <br /> a. Nuisance (Diseased Trees) <br /> <br />Administrator Statz stated that the CityÓs current ordinance addresses specific diseased of trees versus all <br />dead or dying trees. He stated that staff felt that rather than addressing specific diseases, the language <br />should address dead or dying to simplify the code. He reported that the Planning & Zoning Commission <br />held a Public Hearing and recommended approval as submitted. <br /> <br />Discussion ensued regarding the Public Works Director being delegated to make the decisions regarding <br />Ðdead or dyingÑ trees and whether he was an arborist if challenged. <br /> <br />As this was the first reading, no action was required. <br /> <br /> b. Liquor Licensing <br /> <br />Administrator Statz stated that the Planning & Zoning Commission held a public hearing and is <br />recommending the amendments. He stated that the suggested revision is being made in an attempt to aid <br />in redevelopment of the Downtown area. Mayor Love stated that the CityÓs main concern for the public <br />regarding safety and vandalism. <br /> <br />As this was the first reading, no action was required. <br /> <br />4. EDA Appointment <br /> <br />Assistant City Administrator Lewis stated that the EDA completed candidate interviews for a vacancy <br />on September 21, 2022 due to a term of a position ending on July 30, 2022 (6 year term). She stated <br />that two (2) candidates were interviewed, Mr. Tony Smith and Ms. Chris Swenson. She stated that <br />both candidates were qualified for the vacancy and that the Authority chose to recommend Ms. <br />Swenson to fill the vacancy. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Appoint Ms. Chris <br />Page 7 of 9 <br /> <br />
